May 1st, Housing Cooperatives, and What I Learned in Freiburg and Basel

Every year on May 1st, much of Europe pauses for International Workers’ Day. In cities across Germany and Switzerland, the day carries echoes of labor movements, social solidarity, and collective action. Last year, while visiting Freiburg in Germany and Basel in Switzerland, I encountered a modern expression of that same spirit: cooperative housing projects designed and run by ordinary residents.

Both cities offer public tours of housing cooperatives — projects where groups of residents come together to design, finance, and manage their own apartment buildings. The concept immediately caught my attention because, as an American, the idea of collectively organizing a housing project from the ground up feels almost unimaginable.

Housing development in the United States is typically driven by large developers, private investors, or public housing authorities. Cooperative efforts exist, but the scale and complexity of building new housing usually make them rare. Land costs, financing hurdles, and the sheer coordination required often push projects toward traditional developer-led models.

What I saw in Freiburg and Basel was different.

On these tours, residents explained how groups of families or individuals formed cooperatives years before construction even began. They spent evenings and weekends meeting, planning, negotiating with local authorities, and working through design decisions together. Instead of a developer determining everything — from apartment layouts to community spaces — the future residents shaped the project collectively.

Some cooperatives prioritized shared gardens, workshops, childcare rooms, or community kitchens. Others focused on ecological design, car-free living, or mixed-income housing. The projects were not just buildings; they were social experiments in how people might live together more intentionally.

I have to admit that parts of the tours were difficult to follow. Many of the discussions about governance structures, financing models, and decision-making processes were complex even for local participants. Hearing them in German or Swiss German added another layer of difficulty for me.

But the underlying idea was easy to grasp: these buildings exist because people were willing to invest more than money. They invested time.

Residents described years of meetings, debates, and compromises before the projects even broke ground. The process required patience and persistence. Yet the result was housing that reflected the values of the people who lived there — something that feels increasingly rare in modern urban development.

Walking through these communities, it became clear that cooperative housing is not just about affordability. It is about participation. People are not only tenants or buyers; they are co-creators of the place they live.

In a way, the projects felt like a contemporary extension of the spirit behind May 1st. Not protests or marches, but citizens quietly organizing to solve a collective problem — housing — through cooperation.

For someone coming from the United States, where housing debates often feel polarized between government programs and private development, these projects offered a fascinating third model. They show what can happen when residents themselves become the developers.

Whether this model could scale easily elsewhere is an open question. The level of civic engagement and long-term commitment required is significant. But the examples in Freiburg and Basel suggest that when communities are willing to invest their time and energy together, entirely new possibilities for housing can emerge.

Sometimes solving difficult problems simply begins with people deciding to sit around a table after work — and not leaving until they find a solution together.
