Electronic Reverse Auction in Indian Railways

A Major Reform to Enhance Transparency, Competition and Ease of Doing Business

In a significant reform aimed at improving transparency and competitiveness in public procurement, Indian Railways is set to implement Electronic Reverse Auction (ERA) for all high-value procurements. The initiative is expected to generate annual savings of up to ₹20,000 crore through enhanced competition and reduced procurement costs.

Railway Minister has strongly advocated the adoption of ERA, highlighting that even a 10% reduction in procurement costs could translate into substantial financial savings for the Railways.

What is ERA?

In Indian Railways, eRA stands for Electronic Reverse Auction, a digital procurement method where suppliers bid downwards to offer the best price for goods, used by the Stores department for tenders, though not always the preferred method, requiring specific approval and prohibiting post-auction negotiations to ensure cost-effectiveness and transparency in purchasing railway materials.

Why Electronic Reverse Auction?

Indian Railways has an annual capital expenditure (Capex) of nearly ₹1.5 lakh crore. In addition, it procures:

  • Goods worth about ₹50,000 crore annually for production and maintenance of rolling stock
  • Materials and services for passenger and freight operations
  • Safety-related works and infrastructure projects

Given the scale of procurement, ensuring fair competition, transparency and value for money is critical.

The ERA mechanism aims to:

  • Prevent monopolisation and cartelisation
  • Encourage wider participation from industry
  • Secure the most competitive prices through real-time bidding

Scope of ERA Implementation

The policy mandates the use of Electronic Reverse Auction for:

  • Stores/Supply tenders exceeding ₹10 crore
  • Works and Services tenders exceeding ₹50 crore

· ERA will be adopted across Zonal Railways, Production Units and Railway PSUs, covering the bulk of high-value procurements.

· ERA shall not be preferred method for store procurement unless specified in conditions.

· The decision to use eRA in a particular tender shall be taken duly recording the special conditions specific to that tender and specific approval of the authority competent for invitation of the tender as per SOP shall be required.

· There shall not be any negotiation after the e-reverse auction process is closed. In case the rates obtained after eRA are unreasonable, the case shall be re-tendered.

Key Benefits of Electronic Reverse Auction

ERA ensures a transparent bidding process where prices are discovered electronically, minimizing discretion and human intervention.

The process is fully digital and paperless, simplifying participation for vendors and reducing procedural delays.

Since all bids are received in a uniform format, evaluation becomes faster and more objective, saving time and administrative effort.

4. Prevention of Cartels

Anonymous bidding during the auction phase reduces the risk of cartel formation and price manipulation.

Technology Backbone: CRIS-Developed Software

The Centre for Railway Information Systems (CRIS) has developed a dedicated ERA software, which:

  • Is user-friendly and free of cost
  • Supports fully online decision-making
  • Aligns with Government initiatives such as Make in India and MSME promotion
  • Encourages participation of new and capable vendors

Key Features of Railway Board Guidelines

As per Railway Board instructions:

  • Reverse Auction shall be the preferred procurement method for eligible high-value tenders
  • ERA will be conducted only when at least three approved or competitive bidders are available
  • Financial bids must be based on single currency and single evaluation parameter

Each tender must clearly specify:

  • Essential technical and commercial parameters
  • Initial e-RA period
  • Auto-extension period
  • Minimum bid decrement percentage

Safeguards in the Bidding Process

  • Bidders must submit technical and commercial bids along with an Initial Price Offer (IPO)
  • Taxes and levies cannot be revised after IPO submission
  • Identities of bidders remain confidential during the auction
  • Once submitted, bids cannot be withdrawn

The Tender Committee will evaluate bids as per prescribed guidelines, delegation of powers, and estimated tender value. IPOs of bidders qualified for award of contract will be assessed separately.
