EX-ASST. DPWH EXEC CITED IN CONTEMPT OVER LYING IN CASINO HABITS

The Senate Blue Ribbon Committee cited a former public works engineer in contempt on Monday, September 9, after he was caught lying about using an alias for casino activities, which are at the center of an investigation into anomalous flood control projects.

Initially, former DPWH Bulacan 1st District Engineering Office Assistant District Engineer Brice Hernandez denied having a casino alias, stating he was only given a membership number.

However, committee members presented evidence contradicting his testimony, including a casino membership card under the alias “Marvin Santos De Guzman” linked to Hernandez’s driver’s license.

Similarly, the report shows the aliases of his former colleagues, Ex-DPWH engr. Henry Alcantara and Ex-DPWH engr. Jaypee Mendoza, were also revealed.

Furthermore, Hernandez faced intense questioning regarding his unexplained wealth and Senators grilled him over reports of large casino winnings, suspicious bank transactions, and ownership of luxurious vehicles.

“Basta yung pera po ng boss ko na pinapa-laro sakin na kapag nanalo ng malaki binabalatuhan niya ako,” he stated.

Additionally question if the money they used in gabling if from the allegedly contractor he stressed that “ang alam ko lang po may perang dala si boss na naka bag, yun lang po hindi ko alam kung sino, kung saan galing.”

In relation to this, following his contempt, Hernandez dropped a bombshell allegation and he testified that all infrastructure projects in the Bulacan 1st District from 2019 to 2025 were substandard and improperly implemented.

“Nakakasigurado po ako na lahat po ng proyekto sa Bulacan First (District) substandard po,” he said.

Lastly when asked by Senator Bam Aquino if this included critical infrastructure like classrooms and hospitals, Hernandez confirmed it is, adding that the list also encompassed multi-purpose buildings, roads, and the flood-control projects originally under investigation.
