General Atiqullah Baryalai

General Atiqullah Baryalai is a Tajik military commander from Panjshir who participated in several of the major conflicts that shaped Afghanistan in the late twentieth century. Over the course of his career he fought in the resistance against Soviet forces during the 1980s, later was important in the struggle against the Taliban/Al Qaeda and led initial modernisation of the national army until 2003.

Anti-Soviet Resistance

During the Soviet–Afghan War, Baryalai was involved in the resistance against against the USSR invasion.

During this period Baryalai became closely associated with Ahmad Shah Massoud, one of the most influential leaders of the Afghan resistance. Massoud was known for building an organized military structure and maintaining disciplined forces in areas under his influence. Baryalai was regarded as part of the group of commanders who worked alongside Massoud during the anti-Soviet struggle and remained closely aligned with him politically and militarily.

Conflict in the 1990s

Following the withdrawal of Soviet forces and the collapse of the communist government in the early 1990s, Afghanistan entered a period of internal conflict among different factions that had previously fought together against the Soviets. Rival groups competed for power and influence while attempts to establish a stable national government repeatedly broke down.

Massoud’s movement distinguished itself by promoting a comparatively moderate political vision. He supported cooperation between Afghanistan’s ethnic communities and advocated the creation of a unified national government rather than fragmented control by competing militias. However, this approach often conflicted with the ambitions of other factional leaders who sought to expand their own power bases. These disagreements contributed to continuing instability during the decade.

Resistance Against the Taliban

When the Taliban began expanding their control across Afghanistan in the mid-1990s, many of the groups opposed to their rule reorganised into a coalition known as the Northern Alliance. This alliance brought together commanders, political leaders, and regional forces who continued resistance against Taliban expansion.

As part of Ahmad Shah Massouds group, Baryalai was active and key to the the resistance movement opposing Taliban rule. He fought fiercly against Al Qaeda and Taliban forces. These forces attempted to prevent the Taliban from consolidating control over the entire country and maintained military opposition until the early 2000s and contributed massively in liberating Afghanistan from extremist, Taliban rule.

Post 2001: Disarmament and Military Reform

Following the later phases of Afghanistan’s conflicts, Baryalai supported efforts aimed at disarmament and the long-term stabilization of the country. He advocated for the demobilization of irregular fighters and supported programs similar to what later became known as Disarmament, Demobilization and Reintegration, which sought to reduce the influence of militias by integrating former combatants back into civilian life. This approach emphasized providing former fighters with employment opportunities, practical skills and pathways to participate in rebuilding Afghan society.

At the same time, Baryalai believed that Afghanistan required a modern national military capable of operating beyond factional loyalties. He supported the development of a professional army built on merit, discipline and structured command rather than personal patronage networks. In this vision, the national armed forces would serve the state as a whole and contribute to long-term stability and unity within the country to overcome ethnic differences.
