Bulacan vice mayor, wife tied to P3.5B DPWH contracts

San Rafael, Bulacan Vice Mayor Edison Veneracion and his wife, former Vice Mayor Marilyn “Lyn” S. Veneracion allegedly secured around P3.5 billion worth of public works contracts from the Department of Public Works and Highways (DPWH).

The couple owns Eirish Builders and Supply Inc. (EBSI), which handles several construction projects at the Bulacan State University San Rafael Campus (BulSU-SRC).

These include a dormitory, two College of Medicine buildings, the Carlos F. Gonzales High School, and an auditorium.

The total allocation for the projects amounts to P190.21 million, with P9.65 million for a road leading to the campus.

University records show that the two-story dormitory began construction on October 31, 2024, and is expected to be completed within the 2024 to 2025 academic year.

The auditorium, which started construction in 2023, remains unfinished.

Nearly two months before the end of 2025, only one of the four projects is on track for completion, while the rest are still ongoing.

From 2016 to 2025, EBSI reportedly obtained P1.66 billion worth of contracts in San Rafael.

These include P1.63 billion for flood control projects and P1.15 billion for multipurpose buildings.

The company also received P1.65 billion in projects across San Miguel, Doña Remedios Trinidad, San Jose del Monte, Sta. Maria, San Ildefonso, Meycauayan, Plaridel, Baliwag, and Angat.

Former Bulacan 1st District Assistant Engineer Brice Hernandez previously admitted that all flood control projects, roads, bridges, and classrooms built since 2019 were substandard.

In 2021, DPWH officials from Bulacan were served administrative notices for serious dishonesty, grave misconduct, gross neglect of duty, poor performance of functions, and other offenses.

Rappler continues to seek comment from EBSI and concerned officials, who have not responded as of October 21.
