The €250K Greek Golden Visa Isn’t Dead. Most People Read It Wrong.

If you’ve been told the €250,000 route is gone, you’ve been told half the story. Here’s the other half - and why it matters more than the headline.

Every week I get the same message from prospective investors: “I heard Greece killed the €250K Golden Visa. Is it true?”

The honest answer is: yes, and no. And the gap between those two words is where most people get lost - including, frequently, the people advising them.

Let me clear it up properly, because this is the single most misunderstood fact in the Greek market right now.

What actually changed

The reform that everyone half-remembers came in under Law 5100/2024, with detailed operational guidance arriving later via the Ministry of Migration’s Circular №1/2026, issued on 22 April 2026.

For ordinary residential property, the old €250,000 entry point is genuinely gone. It was replaced by a location-based tier system: €800,000 in high-demand areas and €400,000 in other regions, with a 120 m² minimum unit size, and an explicit ban on short-term rentals for Golden Visa properties.

The high-demand €800K tier is broad. It covers all of Attica - including central Athens, Piraeus and the Athens Riviera - plus greater Thessaloniki, Mykonos, Santorini, and any island with more than 3,100 residents. €400,000 applies everywhere else in the country.

So if your mental model was “buy a nice Athens apartment for €250K, get residency, rent it on Airbnb to cover the cost” - that model is dead. Completely. And it’s worth saying plainly because that exact model is what made the program famous.

But the €250K door didn’t close. It narrowed.

Here’s the part the headlines skip. Two narrow €250K pathways still exist: commercial-to-residential conversions, and heritage restorations.

These are real, they are current, and they work. But they are nothing like buying a finished flat. The defining condition is this: the conversion or restoration work must be fully completed before the Golden Visa application is submitted - finished, not underway.

In practice that means:

  • A commercial-to-residential conversion: you acquire a commercial or office unit and convert it to a dwelling. Industrial buildings qualify only if no industrial activity has been carried on for at least five years.
  • A heritage restoration: investment in a listed or historic building requiring full restoration, available nationwide, with the same completion-first requirement.

Both routes require architect sign-off, municipal approval, and substantial documentation demonstrating the work is finished. And one critical trap: a converted property may not be used as the registered seat of a company - violation triggers permit revocation and a €50,000 fine.

This is not a buy-and-forget product. It’s a project. Which is exactly why most aggregator sites either ignore it or describe it wrong - they’re built to sell finished apartments, not to manage a conversion.

The Airbnb question - because someone always asks

Since it’s the second thing every investor raises: short-term rental of a Golden Visa property is now prohibited under the new tiers. The ban applies to the new €400K and €800K tiers; properties acquired under the previous framework, before Law 5100/2024, generally retain their original rental rights. Breaking the rule carries a €50,000 fine and, in serious cases, loss of the residency permit.

If short-term rental income was central to your plan, the clean answer is to separate the two: hold the Golden Visa asset for residency and compliance, and run any rental strategy through a different, unconnected property. Trying to make one asset do both jobs is where people get into trouble.

Why I still think Greece is worth the look

None of this means the door is closing on Greece. The opposite, if anything. Spain shut its Golden Visa entirely in April 2025, Portugal pivoted away from real estate, and Ireland closed its programme. Greece kept a real-estate route open when most of Europe did not.

And the underlying market remains one of the strongest in the Eurozone - national residential prices rose roughly 7.8% in 2025, central Athens has compounded for seven consecutive years, and tourism keeps setting records. The investment case for Greek property stands on its own, with or without the visa.

The point most advisors miss

Here’s what I tell every client who comes in fixated on the €250K number: the threshold is the wrong thing to anchor on. The right questions are: What is this investment actually for - residency, yield, or both? Which route matches that goal? And can I live with the compliance the new rules attach to it?

The €250K route still exists. It is simply no longer the easy default it once was - it’s a specialist path that rewards investors with a genuine development mandate and the patience to execute it correctly. For the right profile, that’s not a downgrade. It’s a moat: fewer competitors, because most buyers don’t understand it.
