Bridging Global BIM Standards and Local Delivery Contexts ๐๐๏ธ Reflections on Developing an ISO 19650-Compliant EIR
The same dilemma inevitably faces every international project: how to implement a global requirement while keeping in mind the actuality on the ground?
This was exactly the dilemma I faced when I recently prepared an Exchange Information Requirement (EIR) document for a residential project in Lagos State, Nigeria, which is implemented within the context of an international compliance regime. Here's what stood out.

The main issue when working on cross-border or internationally benchmarked projects is to match international standards with the local statutory regulations without causing any operational conflicts.
โ ISO 19650 (Parts 1, 2, 3, and 5) as a standardized basis for the project with a predictable lifecycle process from collaborative delivery to operationally security-aware management.
โ The UK Building Information Modelling (BIM) conventions in addition: Uniclass 2015 for classification, PAS 1192-6 for health and safety risk metadata and the RIBA Plan of Work โ all pre-tested taxonomies improving data consistency in the team.

One of the most significant changes in the contemporary management of information is the transition from fuzzy LODs to the clear definition of the Level of Information Need (LOIN), which was introduced in the ISO 19650 standard.
โ Information for a purpose: instead of excessive modeling of potential future applications, LOIN directly links geometric, alphanumeric, and documentary needs to decision-making moments - spatial coordination, cost planning, facility management turnover.
โ Clear deliverables: exact alphanumeric attributes and geometric resolution in a responsibility matrix avoid unnecessary information production and at the same time ensure compliance.

Information requirements need to safeguard people and assets rather than simply detail geometry:
โ Pre-emptive safety management: ensuring that the information containers follow PAS 1192-6 to integrate 3D hazard tags, safety areas, and risk metadata within the Common Data Environment (CDE), helping achieve true accident prevention objectives.
โ Security-driven approach: following ISO 19650-5 procedures to guarantee the confidentiality of confidential business and personal information via security triaging and proper CDE access (Autodesk Construction Cloud in this particular example).
โ Interoperability of OpenBIM: requiring open standards such as IFC to be used for the purposes of spatial geometry and COBie for the assets.

Working through the development of the comprehensive EIR made one thing abundantly clear: effective information management is not about more documentation, but clarity, coordination, and focus. By defining their OIR, PIR, and AIR effectively, the Appointing Party can ensure that the whole delivery team works effectively to address problems before they even make it to site level.
