man fires weapon over dispute in rogers park.

Have you ever just wanted to enjoy a nice peaceful river day in the weeki wachee springs, just to have 2 grown men fighting to the death within less then an acre of you as you sip on your cold can of sex on the beach? No? Then you might just wanna move out of Florida!

Sat, June 6th, It was a little bit after 2 P.M. on a nice hot sunny day as I arrived at the park. Suddenly, before I could even sit down, three cop cars, one firetruck, and one ambulance rolled on in, blasting their sirens, as a man walked around the park with but one eye. Well not too long before emergency services were called in, it was just another normal day at Rogers. the water was cold, the air was humid, and families were having fun. A witness described In the midst of the families enjoying their time, a little girl was chasing a dog around on the far right of the park, they started to get hyper, a little too hyper for this individual’s liking:

Allegedly, In an attempt to calm down the little girl, the drunk man who was several feet away on the sidewalk of the park, told her to calm down, the girl’s father, not too far away, noticed this encounter between his daughter and the drunk man. A man who had already built a reputation from earlier that day for being a bit obnoxious. With that, the father approached him, telling him "hey, don’t speak to my daughter." Taking it from a small confrontation, to a loud fight. the father, claiming he got threatened during the dispute, let out 2 big loud blasts from a previously concealed non-lethal weapon, allegedly a pepper ball gun. The shots echoed across the whole park. Multiple witnesses say both shots hit, although that is unconfirmed. Another witness said he was also whipped across the face with the weapon, but that claim is highly unlikely due to multiple other witnesses dismissing it. Frightened by the sudden shots, people quickly scattered to the other side of the park. clearing their tents, chairs, towels, etc. The drunk man’s left eyeball was severely injured, bleeding profusely. Instead of laying down and waiting for emergency services, he chose to put up a fight and spend the next 15 minutes stumbling around the park while attempting to stop the bleeding. The impaired man was quickly rushed into the emergency room on the paramedics arrival. I seen him only for a minute before he was put on the stretcher.

Boivin, davis allen, the angered man who had discharged the non-lethal weapon, was later arrested, after being detained for nearly 1 hour while officers interviewed witnesses separately. Leading up to his arrest, he pled and argued with the police men, claiming they didn’t have the right to search his car, and were violating his rights. The officer stated "yes we do. I am detaining you right now" although the exact reason for suspicion to search is unknown. after he got booked, and then charged with possession of weapon with aggravated battery, he can be seen smiling ear to ear in his mugshot:

The crime rate on violence has declined significantly over the past few decades in Florida, but even with that fact, this had brought many families to shock on a day they had planned to relax. This was a tragic Saturday, and that’s for certain. Many families who had trouble leaving the house, and couldn’t make it to the park this day, either due to car issues, stomach problems, etc, stated they were actually relieved for the "inconvenience" As it was more of a convenience then they would’ve thought. some people who were there when it happened felt sympathy for the man who was shot, even stating “at least he took it like a champ!” while some of the others empathized for the father, stating the man shouldn’t have let himself get drunk and loud in a family centered public environment the way he did.
