The Cascadia movement is a bioregional independence movement centered in the Pacific Northwest, aiming to create a new country, Cascadia, primarily from the U.S. states of Alaska, Washington, Oregon, and Northern California, and the Canadian province of British Columbia and territory of Yukon, with some proposals (outside of this project) including parts of Idaho and other nearby regions. Project 2028 refers specifically to a plan for secession from the United States, aiming to create two new countries. The movement is about survival and resilience, not just secession.

Our efforts initially began with Operation Greenway on WordPress, which was a project originally aimed at creating a new nation for "citizens of the world," or alternatively, developing a new constitution that could be used in a revolutionary context in America or elsewhere. It was started by Ghost Liberty (Alexander Konnoff) in Oregon (Eugene), where the initiative began with the goal of establishing a government where the founder could legally grow cannabis. Over time, it evolved into a broader micronation concept, emphasizing open-source governance, transparency, green practices, and sustainable industry.

By 2028CE, our goal is to convene a Convention of the States, utilizing 10th Amendment powers, to peacefully secede from the United States and establish a new, independent nation: Cascadia. This new country will be formed from and agreed upon boundary of the bio-region.

Building on the same core principles and foundational documents, has found within the Cascadia plan we also intend to create another independent and broader union called GreenHaven. GreenHaven will serve as a functional political experiment and a model government, designed to emancipate the people of North America through open, transparent, and sustainable governance. After the successful secession and formation of Cascadia, we intend to invite Canada and Greenland to join the separate nation of GreenHaven, further expanding this vision of liberty and cooperation. This will create two separate countries from the North American land mass and Greenland.

Goals and Motivations:

We are classical-style liberals and libertarian conservatives, environmentalists, bioregionalists, wanting to strengthen regional identity, and we have strong desires for local autonomy and sustainable governance.

Our vision is a peaceful, naturally mandated revolution, one that inspires hope, unity, and self-governance for all North Americans. By 2028, we hope to demonstrate that a better future is possible through constitutional means, principled leadership, and the collective will of free people.

Our approach is rooted in peaceful, constitutionally mandated processes, demonstrating that meaningful change is possible without violence.

Cascadia (and GreenHaven) will serve as [a] living example/s of [a] government/s based on natural rights, voluntary association, and true sovereignty for its people.

Our region’s unique ecology, culture, and economy are not well-served by current United States or Canadian federal policies. We aim to either establish a new, just country or provide a framework to repair and revitalize the existing United States.

Challenges:

Major obstacles include legal and constitutional barriers, political feasibility, economic transition, and uniting diverse communities within the proposed region.

The movement at large is currently more focused on fostering regional cooperation, environmental stewardship, and local empowerment rather than immediate secession, although secession by 2028 is the goal of this project.

Secession Plan:

There is no single, detailed, unified plan for secession of Cascadia, only a number of competing ideas. Our proposal envisions a peaceful, democratic process, potentially involving referenda, local organizing, and political advocacy, to build support for independence.

We want to emphasize building a strong regional identity and infrastructure first, with secession seen as a long-term goal that would require significant popular support and negotiation with both the U.S. and Canadian governments.

We have decided to draft a step-by-step plan for secession from the United States and Canada:

1. Build Regional Consensus and Identity

Foster a strong, shared Cascadian identity across the bio-region, emphasizing cultural, ecological, and economic ties.

Expand public outreach and education to increase awareness and support for independence.

2. Grassroots Mobilization and Advocacy

Organize local advocacy groups and regional networks to push for autonomy and independence.

Support innovation in governance, environmental sustainability, and civil rights to demonstrate the viability of a new nation.

3. Legal and Political Steps

Draft and propose referenda in each involved State and Province for secession, requiring a majority vote in each region.

Allow bordering regions (e.g., Idaho, Montana) to join through their own referenda if desired.

4. Establish Transitional Governance

Elect a constituent assembly to draft a new Cascadian constitution, with input from all participating regions.

Approve the constitution via regional referenda and set a timeline for new elections and government formation.

5. Negotiate with Federal Governments

Enter negotiations with the U.S. and Canadian governments to address legal, economic, and logistical issues of secession, including division of assets, citizenship, and international recognition.

6. Economic and Infrastructure Planning

Develop plans for mints, trade, infrastructure, and public services to ensure economic stability and continuity post-independence.

7. International Recognition

Seek diplomatic recognition from other countries and international organizations to legitimize Cascadia as an independent nation.

Progress & Planning: We have already drafted a Declaration of Independence, a model Constitution, and other foundational documents. These texts are designed to guide the formation of Cascadia and GreenHaven, but can also serve as templates for reforming the United States or other nations seeking a new path forward.
