Presight and Shorooq’s $100 Million AI Fund: Mapping the Flows of Sovereign AI Capital

Presight AI Holding, a leading UAE-based AI and big data analytics company, together with Shorooq Partners, one of the Gulf’s most active venture capital firms, has launched Presight–Shorooq Fund I, a $100 million global AI innovation fund. The initiative underscores the UAE’s ambition to transform sovereign capital into a catalyst for global AI adoption while anchoring returns to domestic infrastructure and governance priorities (Middle East AI News, 2025).
Fund Structure and Strategic Focus
The fund targets companies across smart cities, energy, fintech, artificial intelligence and machine learning, AR/VR, gaming, Industry 4.0, and deep technology (Middle East AI News, 2025). Portfolio companies will receive more than capital: they will gain access to Presight’s infrastructure assets, including cloud compute, GPU resources, secure data environments, and the firm’s extensive network of government and enterprise clients (Presight, 2025).
By situating the vehicle in Abu Dhabi Global Market (ADGM), the partners are reinforcing the UAE’s intent to develop ADGM as the region’s leading financial center for AI-driven capital markets (Newswire, 2025).
Upstream: Sovereign Capital and Strategic Control
The foundation of this initiative lies upstream with sovereign capital. Presight is majority-owned by G42, the Abu Dhabi-based AI holding company chaired by Sheikh Tahnoon bin Zayed Al Nahyan. G42 counts Mubadala Investment Company, Silver Lake, and since April 2024, Microsoft among its key stakeholders. Every AI product or service they deploy requires significant compute power, making Microsoft Azure and GPU-based systems the default infrastructure. Given G42’s deep partnership with Microsoft, the likelihood of portfolio companies operating on Azure is high. Similarly, AI’s reliance on GPU architectures ensures sustained demand for NVIDIA hardware, whether provisioned directly or through intermediaries such as Northern Data (RCR Wireless, 2025).
Downstream: Global Tech Beneficiaries
The downstream benefits accrue primarily to global infrastructure providers.
- Microsoft stands to gain from increased Azure consumption, enterprise licensing, and indirect value creation through its equity in G42 (Microsoft, 2024; FT, 2024).
- NVIDIA benefits as AI workloads scale across the portfolio, creating steady GPU demand. Bloomberg recently reported that U.S. authorities were weighing approval for the UAE to import over a million advanced NVIDIA chips, with a substantial portion earmarked for G42. This highlights both the intensity of downstream demand and the geopolitical scrutiny that accompanies it (Bloomberg, 2025b).
Thus, while the fund is positioned as a regional innovation catalyst, it also strengthens the market positions of U.S. technology giants, embedding them deeper into Abu Dhabi’s sovereign AI ecosystem.
Third-Party Effects and Ecosystem Implications
The creation of Fund I generates several ripple effects beyond its immediate stakeholders:
- Venture capital ecosystem — Regional and global VCs will face heightened competition, as Presight–Shorooq combines capital with infrastructure and distribution advantages that traditional funds cannot easily replicate (Middle East AI News, 2025).
