Hong Kong CIES: The Difference Between Extension and Permanent Residence

Hong Kong’s New Capital Investment Entrant Scheme is often described as a flexible residence route for high-net-worth investors. That description is partly true, but it needs context.

Under the scheme, the investment requirement is central. Applicants must maintain eligible investments under the relevant rules. This is why extension of stay is often discussed in terms of portfolio compliance rather than physical residence alone.

Permanent residence is different. Hong Kong’s right of abode rules are based on ordinary residence for a continuous period of at least seven years. The assessment is not only about how many days someone spent in Hong Kong, but whether Hong Kong has become their ordinary place of residence.

但永居不同。香港居留权规则以连续通常居住不少于七年为基础。审核并不只是看申请人在香港待了多少天，而是看香港是否已经成为其通常居住地。

This distinction matters. A person may maintain investments and renew status, yet still face difficulty proving permanent residence if there is little evidence of life, family, work, business, tax, or housing connection in Hong Kong.
