Abstract
This article argues that the core educational challenge of the AI era is not simply the arrival of generative tools in classrooms, but the wider collision between schooling, digital overload, and declining cognitive resilience. Using Kazakhstan as a case study, it examines how artificial intelligence is being introduced into education through official policy frameworks, teacher training, pilot access to tools such as ChatGPT Edu, and broader state-level AI institutionalization. At the same time, it argues that these measures, while important, remain largely focused on technological rollout rather than on the deeper question of how to protect attention, independent reasoning, academic integrity, and social resilience in digitally saturated environments. Drawing on UNESCO, OECD, WHO, UNICEF, and official Kazakhstani sources, the article concludes that the next phase of reform must move beyond digital adoption toward a human-centered educational strategy that strengthens thinking rather than outsourcing it.

Artificial intelligence did not enter education as a neutral new tool. It entered as a stress test. In country after country, schools are discovering that the real question is no longer whether AI should be allowed in classrooms, but whether education systems are capable of protecting human thinking in an environment shaped by automation, recommendation algorithms, and constant digital distraction. UNESCO’s guidance on generative AI in education made this point early: governments need immediate action, long-term policy, and human-capacity development if AI is to strengthen rather than erode education. That is why the current debate is often framed too narrowly. The problem is not simply that students can now use ChatGPT/Gemini/Meta AI to draft an essay or solve homework faster. The deeper issue is that generative AI has arrived in schools at a moment when many learners are already struggling with fragmented attention, overexposure to digital stimuli, and weaker habits of sustained intellectual effort. OECD analysis has shown that digital devices can support learning when used purposefully, but distraction from devices and non-academic digital use are associated with weaker outcomes. In other words, AI is not creating the whole crisis; it is accelerating an educational vulnerability that already existed. (2)
The wider digital environment matters just as much as the classroom. The WHO Regional Office for Europe reports that problematic social media use among adolescents rose from 7% in 2018 to 11% in 2022, while 12% of adolescents were at risk of problematic gaming. Those are not just public-health statistics. They are education statistics too, because they tell us something about the cognitive and emotional state in which children now approach learning: overstimulated, interrupted, comparison-driven, and increasingly shaped by platforms designed to capture rather than cultivate attention. Kazakhstan offers an especially revealing case. UNICEF Kazakhstan has reported that children in the country face daily exposure to unwanted online content, cyberbullying, and unsafe online contact, as the government and partners expand a national child online protection effort. This means that the school child arriving at a desk each morning is not coming from a neutral social environment. That child is already carrying the effects of a digital ecosystem that shapes self-worth, fear, attention, and trust. Education, therefore, cannot remain narrowly academic. It has to become cognitively and socially protective as well. (4)
This is where adult unpreparedness becomes one of the central issues of our time. Teachers, parents, and administrators are often speaking about the importance of education while lacking a shared framework for handling what children are actually living through: cyberbullying, social media manipulation, digital dependency, AI-generated shortcuts, and the normalization of speed over depth. UNESCO’s AI Competency Framework for Teachers is important precisely because it recognizes that teachers now need more than technical familiarity. They need a human-centered mindset, AI ethics, AI foundations, AI pedagogy, and AI for professional learning. (5)
Kazakhstan is not entering this era from a position of complete educational strength. OECD’s PISA 2022 country note for Kazakhstan shows that only about half of students reached at least baseline proficiency in mathematics, well below the OECD average. That does not mean AI caused the problem. But it does mean AI is arriving in a system that was already under pressure. When a new technology enters a fragile environment, it does not simply modernize it; it can also magnify existing inequalities and weaknesses unless the reform is pedagogically serious. (3)
To its credit, Kazakhstan has not ignored the challenge. The country has begun building a real policy architecture around AI in education. The Ministry of Education has announced conceptual foundations for integrating AI into secondary, technical, and post-secondary education for 2025–2029, including principles around ethics, legal regulation, personal-data protection, academic integrity, student AI literacy, and a three-level teacher training model often described as Acquire, Deepen, and Create. The same public materials indicate that AI elements are being introduced into school subjects such as Digital Literacy and Informatics, and that students and teachers are being offered structured exposure to AI-related content and training. Kazakhstan has also moved beyond rhetoric by giving educators access to actual tools. In late 2025, the government announced a memorandum with OpenAI under which educators in Kazakhstan would gain access to ChatGPT Edu, with official messaging emphasizing privacy, administrative controls, and the potential to reduce teacher administrative workload. At the state level, the country has also institutionalized AI policy more broadly through the Ministry of Artificial Intelligence and Digital Development. That matters. It signals that AI is no longer being treated as a side topic for innovation enthusiasts but as part of national governance and state modernization. (6)
Regional implementation adds another layer. Public reporting from Aktobe region suggests that AI-related methods and tools are being introduced in schools, that thousands of teachers have been trained through regional and national professional-development structures, and that some educators are already using tools such as ChatGPT and Canva in practice. This is important because it shows that the issue has moved beyond ministerial speeches into ordinary school routines. Yet it also reveals the current limit of the reform: the public conversation is rich in metrics of reach and rollout, but thin on evidence of deep educational effect. (7, 8)
The OECD Digital Education Outlook 2026 is especially relevant for Kazakhstan because it supports a key policy distinction: the challenge is not simply to introduce AI into schools, but to shape the conditions under which it contributes to genuine learning. The report argues that GenAI should be used selectively and purposefully to enrich learning, not to replace cognitive effort or weaken the human relationships at the heart of education. It also stresses that educational GenAI can augment teaching while preserving teachers’ agency — but only when it is grounded in clear pedagogical principles, teacher expertise, and trustworthy policy frameworks. That distinction is crucial. Kazakhstan has clearly begun the work of technology adoption, but it has not yet fully answered the more difficult question of cognitive protection. Training teachers to use ChatGPT, Canva, or Gamma may improve productivity and reduce fear of new tools. But that is not the same as preparing schools to defend sustained attention, independent reasoning, or resistance to passive AI dependence. A system can become more digitally equipped while still becoming cognitively weaker. (5)
The same applies to academic integrity. Official frameworks rightly emphasize ethics and responsible use. But the age of AI demands more than warning students not to cheat. It demands a redesign of assessment itself. If schools continue to reward students mainly for producing polished final answers, then students will have every incentive to outsource that work to machines. The future of assessment must place greater value on oral explanation, reasoning processes, draft development, critique, revision, interpretation, and defense of ideas. That is not anti-technology. It is the only way to keep human thinking visible in an AI-rich environment. This is an inference from international frameworks and the structure of current reforms, not a claim that Kazakhstan has already failed to do it. (5)
There is also a social question here that no serious policy can ignore. In many countries, including Kazakhstan, advanced skills are still too often acquired through private tutoring, elite schools, or paid extracurricular programs. OECD has repeatedly warned that school systems can reproduce or deepen social segregation, including through differences in school type and access to resources. If AI literacy, data skills, critical thinking, and future-oriented competencies become mostly available to children whose families can pay for them, then AI will not modernize education democratically. It will stratify it. (3)
So what should come next? Kazakhstan now needs a second-phase reform agenda. The first phase has been about institutional recognition, pilot access, and training rollout. The second phase must be about the human core of education. That means teacher retraining not only in tools but in AI pedagogy, fact-checking, risk management, and assignment design. It means embedding critical thinking, digital resilience, data literacy, and AI literacy into learning outcomes. It means national school protocols for when and how AI can be used. And it means building a mass, not elite, pathway to future skills. UNESCO’s teacher and student competency frameworks provide a strong international reference point for exactly this kind of work. (5)
The real challenge, then, is not whether Kazakhstan is adopting AI. It is. The real challenge is whether it can ensure that AI strengthens teachers without weakening learners; modernizes schools without hollowing out intellectual effort; and expands opportunity without deepening inequality. That is a much harder task than digitalization. But it is also the one that matters most.
Because the future of education will not be decided by whether students have access to chatbots. It will be decided by whether schools can still form people who can think, judge, doubt, focus, and act responsibly in a world where machines can answer almost anything. If Kazakhstan can align its technological ambition with that human mission, it will not merely digitize education. It will help redefine what education is for in the age of AI. (1)
