Origins and Role of the World Economic Forum Founded in 1971 by German economist Klaus Schwab, the World Economic Forum (WEF) is a Swiss-based, independent, non-governmental organization headquartered in Geneva. Its stated mission is to “improve the state of the world” by bringing together political leaders, business executives, academics, and civil society figures to address pressing global challenges.

The WEF is best known for its annual meeting in Davos, Switzerland, where heads of state, CEOs, and other influential figures gather to discuss issues ranging from climate change and economic growth to public health and technological innovation. Over the years, the organization has promoted concepts such as stakeholder capitalism — the idea that companies should serve the interests of society and the environment alongside those of shareholders. It has also launched initiatives on sustainability, digital transformation, and global public health.

Although the WEF holds no formal legislative or executive power, its ability to convene high-profile leaders has made it one of the most visible symbols of global elite networking. That visibility, combined with its calls for reshaping economic and social systems, has also made it a frequent target for criticism and conspiracy theories.

The “New World Order” Conspiracy Theory The “New World Order” (NWO) conspiracy theory claims that a secretive group of elites is working to establish a single, authoritarian global government. According to proponents, this supposed plan undermines national sovereignty, concentrates wealth and power, and strips away individual freedoms.

The idea has evolved over decades, rooted in broader fears of globalization, financial manipulation, and mass surveillance. The phrase itself entered popular conspiracy discourse after U.S. President George H.W. Bush used “new world order” in a 1990 speech about post-Cold War international cooperation — language conspiracy theorists seized on as evidence of hidden agendas. At its most extreme, the theory incorporates older anti-Semitic tropes and unsubstantiated claims about population control, digital tracking, and orchestrated crises.

Why the WEF Became a Target In 2020, the WEF launched its “Great Reset” initiative in response to the COVID-19 pandemic. It called for rebuilding economies to be more sustainable, equitable, and resilient, emphasizing clean energy, digital infrastructure, and stronger social safety nets.

Supporters saw the program as an ambitious reform agenda. But conspiracy theorists interpreted its language of “resetting” and “rebuilding” as a cover for authoritarian control. Online narratives soon claimed — without evidence — that the WEF aimed to abolish private property, enforce digital identification systems, or manufacture crises to justify global governance. Figures such as Klaus Schwab and philanthropists like Bill Gates have frequently been portrayed in these narratives as architects of a dystopian future.

Separating Fact from Speculation Scholars and analysts note that these claims conflate legitimate critiques of globalization with speculative fears. The WEF’s initiatives are non-binding and depend on voluntary cooperation by participants; it has no authority comparable to a government or treaty body. While its membership reflects the priorities of wealthy and powerful actors, there is no evidence of a coordinated plan for world domination.

The persistence of the NWO narrative reveals deeper societal anxieties — about widening inequality, technological disruption, and mistrust of elites. Ironically, the exclusivity of Davos, intended to create space for candid dialogue, has only deepened public suspicion and fueled conspiracy speculation.

The World Economic Forum is a highly influential platform for international dialogue, but it is not a world government in waiting. The “New World Order” conspiracy theory misrepresents the WEF’s role, casting it as a secret cabal rather than what it is: a forum where powerful interests intersect. This reality warrants scrutiny, debate, and accountability — but not the unfounded conspiracy theories that often surround it.
