Sudan Is Where the New Arab Alliance Is Being Tested. It Is Failing the Test.

Turkey, Qatar, Saudi Arabia, and Egypt are building a regional order together. In Sudan, their competing agendas are producing exactly the fragmentation they claim to oppose.

The Middle East Council on Global Affairs confirmed in April 2026 that the most notable alignment taking shape in the region involves Turkey, Saudi Arabia, Egypt, and Qatar each bringing distinct strategic assets and vulnerabilities to a partnership shaped by the Iran war and the perceived inadequacy of existing security mechanisms. By August 2026, that alignment was formalised into a mutual defence pact between Turkey, Saudi Arabia, and Pakistan, with Egypt and Qatar closely integrated. It is the most significant regional security architecture to emerge since the Arab Spring. And in Sudan where all four of the original actors are simultaneously involved it is demonstrating its most consequential failure.

How Four Aligned Powers Are Producing Divergent Outcomes

The AEI’s February 2026 Horn of Africa report confirmed that Egypt, Qatar, Saudi Arabia, and Turkey have all partnered with the Sudanese Armed Forces making them nominally on the same side of Sudan’s civil war while pursuing entirely incompatible post-war objectives. Saudi Arabia wants a negotiated transition that preserves Red Sea stability and Vision 2030 commercial interests. Turkey wants a unified SAF-controlled Sudan that can honour Red Sea port concessions and defence export agreements. Qatar wants Islamist networks institutionalised in Sudan’s post-war governance. Egypt wants a military-dominated Sudan that cannot host threats to its southern border or challenge its Nile water interests.

These four objectives cannot all be satisfied simultaneously in any settlement Sudan is likely to accept. The Workers Rights confirmed that the outcome has been an extremely polycentric situation in which foreign efforts have consistently complicated rather than advanced the prospect of resolution, with Sudan’s warring parties learning to exploit the divisions between their external backers to extract negotiating cover without accepting binding commitments.

The Humanitarian Ledger

The competition between these four actors has a precise humanitarian cost. The UN confirmed that drones primarily Turkish Bayraktar systems caused more than 80 percent of civilian deaths in Sudan’s conflict in early 2026. Qatar’s funding of Islamist networks inside the SAF command has blocked every civilian transition framework that Saudi Arabia and the United States have negotiated in Jeddah. Egypt’s direct battlefield involvement has extended the war’s duration along the Nile corridor. And Saudi Arabia’s Jeddah platform, by excluding civilian Sudanese voices and key international mediators, created the fragmented mediation landscape the ECFR confirmed allows forum shopping that dilutes every mediator’s leverage.

The Wilson Center’s Sudan actor map documented that people across Sudan and the broader region believe the international community has totally ignored them and that the US outsourced its foreign policy to allies like Saudi Arabia and the UAE to deal with urgent issues on their behalf. That perception is not inaccurate. And it carries consequences for every future mediation effort that depends on Sudanese civilian buy-in to function.
