PPP in the UAE Water Sector: Building Sustainable Solutions

In the United Arab Emirates, water is a critical and strategic resource. The country faces very limited natural freshwater, while demand continues to grow from cities, industries, and population growth. At the same time, rising temperatures and climate change increase pressure on water systems. This makes water infrastructure not only a service issue, but also a key part of climate adaptation and climate finance.

To respond to this challenge, the UAE has increasingly used public-private partnerships (PPPs). PPPs are an important tool of climate finance because they help mobilize private investment for long-term infrastructure while ensuring public control over essential services like water.

In simple terms, the government sets the direction and long-term needs, while private companies finance, build, and operate the infrastructure.

One of the most common models is the Independent Water Producer (IWP) model. Under this structure, private developers finance and construct desalination plants, operate them for a long-term period, and sell water to government entities through fixed long-term agreements. This creates stable cash flows for investors and ensures secure water supply for the country.

There are several important examples. The Taweelah Reverse Osmosis Plant in Abu Dhabi is one of the largest desalination plants in the world. It is developed under a PPP/IWP model where private investors financed and built the facility, while the government purchases water through a long-term agreement. This structure reduces upfront public spending while supporting efficient, low-energy desalination technology.

Another example is the Hassyan Desalination Plant in Dubai. It follows a similar PPP structure, where private partners finance and operate the plant under a long-term contract, and the government ensures demand through water purchase agreements. The project supports both water security and long-term cost efficiency.

In Ras Al Khaimah, wastewater treatment projects are also being delivered through design-build-finance-operate (DBFO) models. In this structure, private companies handle the full lifecycle of the project, while the government pays based on performance and service delivery. This encourages efficiency and supports water reuse strategies.

A key driver behind PPP success in the UAE is the strong legal framework. At the federal level, Federal Decree-Law №12 of 2023 on Public-Private Partnerships provides a structured system for PPP development. It defines how projects are selected, approved, and managed, while ensuring transparency, fair competition, and proper risk sharing.

At the emirate level, Dubai’s Dubai Law №22 of 2015 on Public-Private Partnership provides detailed procedures for tendering, contracting, and managing PPP projects. These laws give investors confidence by clearly defining roles, responsibilities, and long-term commitments.

From a climate perspective, PPPs directly support climate finance goals. They enable investment in water infrastructure that is more efficient, lower in energy use, and more resilient to climate stress. They also support desalination technologies such as reverse osmosis, which reduce energy consumption compared to older systems.

However, PPP water projects also face challenges. They require high upfront capital investment and long-term financial commitments. Risk sharing between public and private partners must be carefully structured, especially in long contracts. Environmental requirements, such as reducing energy use and emissions, add additional complexity. Coordination between multiple stakeholders can also slow project delivery.

Despite these challenges, PPP remains a key model for the UAE water sector. It reduces pressure on public budgets, attracts international investment, and supports innovation in water technology.

Looking ahead, PPPs will continue to play a major role in delivering sustainable water systems. As climate pressures increase, the importance of climate finance, efficient infrastructure, and long-term planning will grow. PPPs provide a practical way to turn these strategies into real, working systems that ensure water security for the future.
