The discipline the machines cannot replace

Every other intelligence discipline answers a question about capability. Satellite imagery shows what exists. Signals intercepts show what is being said. Financial tracing shows where money moves. Open-source monitoring shows what is being posted, searched, and shared. All of it, fused perfectly, still leaves one question unanswered: what does the person or organisation on the other side actually intend to do with what they have.

Intent is the one thing no sensor observes directly. It has to be reported, by someone with access to the room where the decision is being made — and that someone is a human being, subject to every limitation human beings carry: they can be mistaken about what they heard, motivated to shade what they report, turned by a rival service, or simply lying from the very first meeting. This is why, in an era of unprecedented technical collection capability, human intelligence has not become less important. It has become the discipline every other discipline is ultimately trying to corroborate.

What happens when the source is wrong

The case most often cited, precisely because the consequences were so large and so public, is Curveball — an Iraqi defector whose claims about mobile biological weapons laboratories became a central pillar of the case presented to the United Nations ahead of the 2003 Iraq invasion. The claims were substantially fabricated. They were also, critically, treated by parts of the intelligence community as more credible than they should have been, in part because they fit a threat picture that was already being assembled from other sources, and in part because the reporting chain between the source and the policymakers who acted on it left too little room for the doubts held by some of the people closest to the source himself.

The inverse failure — not a fabricated source but a genuine one operating undetected for years against the service that should have caught them — is equally instructive. Ana Montes spent sixteen years as a senior Cuba analyst inside the U.S. Defense Intelligence Agency while reporting to Cuban intelligence, assessed afterward as one of the most damaging espionage cases in American history. She was not caught by a technical failure. She was caught, eventually, by old-fashioned counterintelligence work — and only after sixteen years during which her own analytical assessments, trusted because of her position and clearance rather than independently verified, shaped how an entire government understood an adversary.

A fabricated source and an undetected mole are the same failure told twice. In both cases, the system trusted a human report because of who delivered it, not because anything independently confirmed it. That is not a flaw in either case. It is how source validation has worked for most of intelligence history — and it is no longer good enough.

Why running human sources is getting harder, not easier

The technical environment that makes every other intelligence discipline more powerful is making HUMINT tradecraft substantially harder to execute. Officers operating under non-official cover — the deep-cover identities without diplomatic protection, historically the backbone of the most sensitive human intelligence operations — increasingly cannot survive contact with the modern data environment. Commercial data brokers aggregate travel records, hotel loyalty programs, mobile device location history, and biometric identifiers into products that a moderately resourced adversary service can buy or steal outright. Facial recognition at border crossings, increasingly standard rather than exceptional, creates a permanent, searchable record of who crossed which border and when, cross-referenced automatically against watchlists a hostile service maintains for exactly this purpose. A cover identity that would have survived scrutiny for a decade in the 1990s can now be unwound in an afternoon by an analyst with access to the right commercial datasets.

At the same time, the tools available to an adversary running a deception operation against a service have improved just as much as the tools available to that service. Synthetic media makes it easier to manufacture corroborating “evidence” for a fabricated source’s claims — a document, an image, a recording — that once would have taken far more effort and expertise to produce convincingly. A fabricated source today does not have to rely on their own credibility alone. They can arrive with artificially generated supporting material that a rushed validation process may not have the tools or the time to detect as synthetic.

The validation gap, precisely stated

Source validation has traditionally depended heavily on the judgment of the handler running the relationship — their read of the source’s motivation, consistency, and access. That judgment is valuable and irreplaceable. It is also, by itself, exactly the single point of failure that both Curveball and Ana Montes exploited, from opposite directions. What is missing is not better handler judgment. It is a systematic, independent layer that checks a human report against everything else the fused intelligence picture already knows, every time, regardless of how credible the source has seemed before.

The architecture required

A modern HUMINT capability needs three things the traditional model was never built to provide at scale. First: structured asset validation that goes beyond handler assessment — cross-referencing a source’s reporting against GEOINT, SIGINT, FININT, and OSINT signals automatically, so that a claim is flagged the moment it lacks independent corroboration rather than being accepted on the strength of the source’s track record alone. Second: source network management that tracks pattern-of-life and access consistency over time — not just what a source has reported, but whether their claimed access and behaviour remain internally consistent across years of reporting, the kind of longitudinal analysis that caught Montes eventually but took sixteen years to do it. Third: HUMINT product integration — folding human reporting into the same fused common operating picture as every other intelligence discipline, so that a human source’s claim about intent is evaluated alongside the capability picture the rest of the architecture has already assembled, rather than being weighed in isolation by whoever happens to be reading the cable that day.

None of this replaces the handler, the relationship, or the judgment that has always made human intelligence valuable. It replaces the assumption that judgment alone, unaided, is sufficient — an assumption that has been wrong often enough, in cases significant enough, that no serious intelligence architecture can continue to rely on it as the only check.
