Why Has CTV Mostly Stayed With SSAI?

Server-side ad insertion, often abbreviated as SSAI, fits naturally into this environment because advertising is integrated directly into the stream before playback reaches the viewer. This can help platforms preserve continuity, reduce transition instability, and create an experience that feels closer to traditional television.
Over time, many CTV ecosystems became organized around these continuity-first priorities. Ad Blockers were never an issue for CTV

Why CSAI Did Not Simply Replace SSAI
The fact that many OTT services originally evolved from browser and mobile environments did not automatically make CSAI the default model for connected TV. OTT infrastructure rarely evolves through complete replacement cycles. Most streaming platforms expanded gradually from earlier digital ecosystems, carrying forward monetization systems, reporting workflows, campaign infrastructure, playback logic, and application behavior that were already deeply integrated across the business.
Changing insertion models is therefore not a simple technical switch. Advertising infrastructure touches many parts of a streaming platform at once, including measurement, campaign execution, playback behavior, reporting, monetization strategy, creative delivery, and viewer experience. Replacing or reworking one layer can affect several others simultaneously.
This is one reason CTV remained mostly SSAI-oriented. SSAI was already solving the continuity problem that mattered most in living room environments, and the surrounding infrastructure evolved around that priority. CSAI still offered flexibility, but adopting it broadly in CTV required platforms to manage new layers of rendering behavior, application-level responsiveness, measurement coordination, and playback risk.
But OTT Delivery Is Changing Again
The situation is changing because many OTT experiences are no longer delivered only through traditional native CTV application models. More OTT environments are becoming web-based, web-capable, web-native or built with application layers that behave more like digital environments than classic television infrastructure. That shift reopens the question of CSAI.
If OTT delivery increasingly includes web-based environments, then client-side capabilities become more relevant again. CSAI can support more dynamic advertising behavior at the application layer, allowing monetization experiences to respond to audience context, playback behavior, engagement conditions, interface behavior, and session-level opportunities more flexibly than a purely stream-stitched model can.
The issue is not whether CSAI should replace SSAI. For CTV, SSAI still plays an important role in preserving continuity and stable playback. The real question is how platforms can introduce CSAI-based monetization opportunities inside modern OTT environments without breaking the SSAI-driven continuity that audiences already expect.
The Coexistence Challenge
This is where the challenge becomes more operational. Running CSAI and SSAI together is not just a matter of adding another insertion method. Both approaches affect how advertising is delivered, rendered, measured, sequenced, and experienced by the viewer.
If they are not coordinated properly, platforms can create conflicts between monetization logic and playback continuity. They may introduce redundant ad opportunities, inconsistent measurement signals, creative conflicts, timing problems, or ad experiences that feel layered on top of one another instead of working as part of a coherent viewing session.
This is why coexistence matters. SSAI can continue protecting the continuity-sensitive parts of the experience, while CSAI can open additional monetization opportunities in environments where application-layer delivery is possible. The value is not in replacing one model with the other. The value is in allowing both to operate together in a controlled way.
