Who would have thought

Democrats have a real shot at taking back Congress in November.

Here’s exactly what that means and what it doesn’t.

Why midterms favor the opposition

In every single midterm since 1938 the White House party has lost seats in the House.

Every one. Two exceptions in 86 years. Monica Lewinsky in 1998 and 9/11 in 2002.

The pattern is structural. Presidents overpromise. Reality disappoints. Approval ratings drop. Voters punish the party in power.

Trump was never particularly popular even at the start.

The Iran war, gas prices, and economic anxiety have pushed his numbers down further.

He’s sitting at 38% approval with midterms approaching.

The environment is about as favorable for Democrats as it gets.

The House

Currently a Republican majority.

Democrats need to flip enough seats to take control.

The math should favor them given the political environment.

The complication — gerrymandering.

States controlled by Republicans draw congressional maps that give Republicans structural advantages regardless of how votes are actually cast. In North Carolina, a basically 50/50 state, Republicans drew a map giving them 10 seats to Democrats’ 4.

Democrats in California responded by suspending their independent redistricting commission to gerrymander back.

Could add three to five seats. Possibly more if they were willing to go further.

Republicans responded by gerrymandering more states.

The House battle is less about platforms or candidates and more about which party rigs more maps effectively.

If Democrats win the House they can block any new legislation Trump proposes. The Trump agenda stops cold.

No new bills pass without Democratic agreement.

The Senate map

Currently 53 Republicans to 47 Democrats.

Democrats need a net gain of four seats to reach 51 and take control.

Here’s what the competitive races look like.

North Carolina — Republican incumbent not running. Former Democratic governor Roy Cooper is the nominee. He’s a moderate, probably wins. Democrats go from 47 to 48.

Maine — Moderate Republican Susan Collins faces Graham Platner, an oyster farmer and Marine veteran with genuinely progressive policies who somehow polls better than the more moderate Democrat who dropped out.

Controversies include a tattoo he claims he didn’t know was a Nazi symbol and serious personal conduct allegations from ex-partners — including physical intimidation claims he disputes.

The Times couldn’t independently corroborate the worst allegations. The accuser has Republican operative history. Messy situation. If he wins Democrats reach 49.

Ohio — Sherrod Brown trying to reclaim his Senate seat after losing in 2024. The theory is 2024 was a Democratic backlash year and 2026 is the reverse. The countertheory is Ohio is just a red state now. Brown is a strong enough candidate to test which theory is correct. If he wins Democrats reach 50. But 50 is still a Republican Senate because the VP breaks ties.

Alaska — Mary Peltola, who won statewide before, running for Senate. Similar logic to Ohio — strong candidate, backlash year. If she wins Democrats reach 51 and control the chamber.

Georgia — Jon Ossoff defending his seat. Strong candidate with populist messaging. Cook Political Report moved it from tossup to lean Democratic. Not safe but probably holds.

Michigan — Open seat with a three-way primary. Dr. Abdul El-Sayed, State Senator Mallory McMorrow, and Congresswoman Haley Stevens. Split on healthcare and Israel. Primary in August. Competitive general election whoever wins.

Texas — Ken Paxton versus James Talarico. A recent poll showed Talarico actually winning. Texas polls have historically overestimated Democrats. But Trump at 38% approval in a state he won by 14 points changes the math in ways that are hard to model. Probably still a longshot. Could be a massive resource drain for Democrats chasing a difficult seat when that money might flip easier states.

The honest limitation

Even if Democrats win both chambers it doesn’t stop Trump the way people imagine.

Trump governs mostly by executive order.

Republicans don’t need Congress to do what they want to do — cut regulations, pressure immigration enforcement, reshape foreign policy.

Democrats winning Congress stops new legislation. No new tax cuts. No new cuts to healthcare. The big beautiful bill already passed. That damage is done.

What a Democratic Congress can do — block future bills, hold hearings, investigate, subpoena, apply political pressure.

What it can’t do — reverse executive actions, un-confirm judges, force Trump to change policy direction.

The asymmetry is real.

When Democrats lose Congress their agenda dies because progressive policies require legislation.

When Republicans lose Congress their agenda mostly continues because conservative priorities tend to be things executives can do unilaterally.

The bottom line

Democrats are in a genuinely favorable environment.

They need to flip the House and get to 51 Senate seats by running the table on North Carolina, Maine, Ohio, and Alaska while holding Georgia and Michigan.

Every one of those is winnable. None of them is guaranteed.

If they pull it off — Trump’s legislative agenda is finished for his final two years.

If they fall short — two more years of unified Republican government with nothing to slow it down.

The map is there. The environment is there.

Whether the candidates and the money show up to execute is the remaining question.
