From July’s ITR Taxpayer Money to Every Citizen’s Everyday GST: Where Does the Welfare Rupee Actually Disappear?

Every year by July 31st, citizens deliver 100% tax compliance under the fear of Section 234F penalties, fueling monthly GST collections of over ₹1.80–2 Lakh Crore. Yet, CAG and Parliamentary reports reveal that the government fails to spend 20% to 50% of its own welfare budget. Over ₹1 Lakh Crore of public money lies idle in bank accounts — 25% of the SC/ST welfare budget has collapsed, while ₹7,500 Crore for PMAY Rural Housing and ₹6,000 Crore for MGNREGA remain trapped in administrative delays.

The government holds back these unspent funds at year-end to artificially depress the Fiscal Deficit and secure favorable sovereign ratings from global agencies like Moody’s and Fitch. With a 6% annual inflation rate, this two-year delay slashes the purchasing power of trapped funds by 12%. To cover up lapses in March, officials generate fake Utilization Certificates (UCs) and park funds in Personal Deposit accounts — showing 100% execution on paper, with zero delivery on the ground.

If 100% compliance is mandatory for taxpayers, should this 50% execution failure by the bureaucracy be classified as ‘fiscal management’ or systemic betrayal?..
