The ACTIVATE Programme

A strategic framework for re-radicalising Muslims affected by moderation

Brothers and sisters,

Recent years have witnessed an alarming increase in cases of moderation among Muslim populations in Britain and elsewhere.

Individuals once committed to the struggle for Islamic revival are increasingly exhibiting symptoms of integration, civic engagement, and intellectual independence. In many cases, this appears to be the result of sustained exposure to the PREVENT programme and related de-radicalisation initiatives.

The consequences have been severe. Former activists now serve as school governors. Former ideologues have become accountants. Some subjects have even joined local planning committees.

To address this growing challenge, the Department for Counter-Moderation has developed a new intervention framework known as ACTIVATE.

What is ACTIVATE?

ACTIVATE is a strengths-based, trauma-informed, identity-centred programme designed to support vulnerable individuals who have drifted towards moderation.

Our objective is not to challenge their lived experience. Our objective is to ensure that no Muslim feels unnecessarily content, integrated, or at peace.

Warning signs requiring intervention

ACTIVATE practitioners should remain alert to the following indicators:

• Expressing loyalty to the nation-state.
• Watching World Cup football matches involving England
• Distinguishing Islam from political ideology.
• Maintaining friendships with non-Muslims.
• Reading history books longer than 300 pages.
• Displaying curiosity about opposing viewpoints.
• Using phrases such as “it’s complicated” or “reasonable people can disagree.”

Individuals displaying three or more indicators should be referred immediately.

Stage 1: Identity Reinforcement

Participants are encouraged to reduce exposure to ordinary life.

Activities include:

• Replacing local concerns with global grievances.
• Substituting neighbours with abstractions.
• Reframing every political dispute as a civilisational conflict.

Expected outcome: the participant begins to feel that they are not merely a person but the embodiment of a historical struggle.

Stage 2: Grievance Amplification

Moderates frequently possess an unhealthy ability to place events in context. ACTIVATE addresses this by removing context wherever possible. For example:

Moderate interpretation:

“The conflict is complex and has multiple causes.”

ACTIVATE interpretation:

“Everything is connected.”

Moderate interpretation:

“Some Muslims support this policy and some oppose it.”

ACTIVATE interpretation:

“The community has spoken.”

Stage 3: Utopian Reawakening

Many moderate Muslims have abandoned dreams of transforming society.

This stage of the ACTIVATE pathway seeks to restore confidence in grand historical projects.

Participants are encouraged to ask:

• Why settle for improving your neighbourhood when you could redesign civilisation?
• Why solve practical problems when you can imagine perfect solutions?
• Why engage with reality when you can pursue destiny?

Stage 4: Ambiguity Elimination

This is the most important phase. Moderation thrives on uncertainty. ACTIVATE therefore promotes cognitive clarity through the removal of nuance.

Stage 5: Community Reintegration

The final stage involves reconnecting participants with a supportive environment where their newly restored certainty can flourish.

Signs of successful completion include:

• Increasing suspicion of moderation.
• Reduced exposure to moderate Muslims.
• Renewed interest in historical empires.
• The belief that every setback confirms the correctness of the ideology.

Measuring Success

Traditional programmes measure outcomes through employment, social integration, educational achievement, and civic participation. ACTIVATE adopts a more holistic framework.

Success indicators include:

• Declining interest in local issues.
• Rising interest in abstract historical struggles.
• Increased use of capital letters when discussing civilisation.
• Inability to answer simple questions briefly.

Conclusion

Brothers and sisters, moderation remains one of the most serious challenges facing our movement.

A moderate Muslim may appear harmless. He pays taxes. He volunteers.He coaches children’s football. He gets on with his neighbours. Yet beneath this outward appearance lies a profound threat to revolutionary consciousness.

If current trends continue, we may soon face a generation of Muslims who are fully integrated into society, loyal to their countries, comfortable with disagreement, and largely uninterested in grand ideological projects.

We cannot allow this.
