Why Cities Need a Theory of Urban Sensibility

Cities are not experienced only through infrastructure, efficiency, or economic productivity. They are experienced through perception, atmosphere, memory, and bodily sensation.

In recent decades, one influential approach to urban change has been Tactical Urbanism. Tactical Urbanism promotes small-scale, temporary interventions in urban space in order to catalyze long-term transformation.

Examples include:

• temporary public plazas
• pop-up bike lanes
• experimental street redesign
• citizen-led spatial interventions

These practices have helped cities rediscover the value of experimentation and participation.

Tactical Urbanism made it possible to test ideas quickly and involve citizens directly in shaping the urban environment.

For this contribution, it deserves deep respect.

However, Tactical Urbanism is fundamentally a method.

It explains how cities can experiment.

But it does not fully explain why certain places feel meaningful, memorable, or alive.

Cities are not only systems of circulation and intervention. They are environments felt through the body and the senses.

This is where Sensibility Urbanism emerges.

What is Sensibility Urbanism

Sensibility Urbanism is an urban theory that understands the city as an environment experienced through human perception and sensibility.

Rather than focusing only on efficiency (Smart City) or happiness indicators (Well-being City), it asks a different question:

How do people actually experience the city through their senses and emotions?

Urban value often appears in subtle moments:

• the glow of evening sunlight on a street
• the quiet atmosphere of a small alley
• the feeling of safety created by familiar spatial rhythms
• the memory embedded in a neighborhood landscape

These experiences are difficult to quantify, yet they are fundamental to how cities are loved and remembered.

Sensibility Urbanism attempts to recognize, describe, and structure these invisible values.

From Method to Theory

Tactical Urbanism can be understood as a practice of experimentation.

Sensibility Urbanism proposes a framework for understanding urban value.

Their relationship can be summarized as:

Tactical Urbanism
= experimental urban practice

Sensibility Urbanism
= theoretical framework for urban sensibility

In other words:

Tactical Urbanism tells us how to experiment with cities.

Sensibility Urbanism helps explain what kinds of experiences and values those experiments should reveal.

The two approaches are not in conflict. They can be deeply complementary.

A New Layer in Urban Thinking

Urban theory has evolved through several stages:

Industrial City → Smart City → Well-being City → Sensibility Urbanism

Each stage adds a new dimension to how we understand urban value.

Industrial cities focused on productivity. Smart cities focus on efficiency and data. Well-being cities focus on quality of life.

Sensibility Urbanism focuses on urban experience itself.

It asks:

How can cities be designed not only to function well, but also to feel meaningful, memorable, and alive?

Toward Cities of Perception

Cities are complex systems of infrastructure, economy, and governance.

But they are also fields of perception.

The future of urban design may require not only better technologies or faster experimentation, but also a deeper understanding of urban sensibility.

Sensibility Urbanism is an attempt to develop that understanding.

It is a framework for recognizing the subtle, often invisible values that make cities truly worth inhabiting.
