There is no shortage of activity. New tools are introduced, pilot programs are launched, and technical capability continues to improve. From the outside, this creates a sense of steady advancement.
But there is a difference between activity and impact.
Across research on digital agriculture in Africa, a consistent pattern appears. Technologies are developed and tested, often producing promising results, yet their use beyond pilot environments remains limited. Adoption does not always extend as expected, and impact, where it exists, is often uneven.
This is not necessarily a failure of the technology itself. It points to how progress is being understood.
Progress and impact do not occur at the same stage. Progress is often observed at the point where a system is introduced or demonstrates capability. Impact, by contrast, depends on whether that system is used consistently over time and across different contexts. When these stages are conflated, progress appears more complete than it is, and the translation into impact becomes uneven.
In many cases, progress is measured when a system is introduced, not when it is sustained. A tool is launched, a pilot is completed, and a system performs well within a defined setting. These are important signals, but they do not show that the system will continue to function once the conditions that supported it are no longer present. Pilot environments are structured by design. They often benefit from targeted support, aligned incentives, and controlled variables. What is demonstrated within them does not always translate beyond them.
There is also a tendency to treat improvements in technical capability as evidence of meaningful progress. Models become more accurate, data becomes more available, and systems become more refined. These developments matter, but they address only part of the problem. A system can perform well technically and still fail to become part of everyday use. In many agricultural contexts, integration requires alignment with existing routines, decision-making processes, and practical constraints that are not purely technical.
This gap between presence and use is reflected in broader patterns of adoption. Smallholder farmers, who make up the majority of agricultural producers in many African countries, continue to face barriers related to cost, connectivity, and access to appropriate tools. Even where technologies are available, consistent use is not guaranteed. Studies on artificial intelligence in African agriculture have noted that while technological development is advancing, large-scale adoption remains limited and uneven. Similar observations appear across digital agriculture more broadly, where early success does not consistently lead to scaled impact.
What emerges is not an absence of progress, but a difference in how it is observed. If progress is measured at the point where a system is introduced or demonstrates capability, then current developments can be seen as successful. If it is measured at the point where a system is consistently used and produces reliable outcomes over time, the picture becomes less clear.
Agricultural technology continues to evolve, and its potential remains significant. But the relationship between progress and impact is not immediate. Understanding this requires a shift in perspective, from what is introduced to what is sustained. Without that shift, progress will continue to appear more complete than it is, while impact remains uneven.
