The Economist Who Walked Into Villages and Changed India’s Welfare Story

In the late 1970s, a young man from Belgium stepped off a train in India with a backpack, a sharp mind, and a heart full of questions. His name was **Jean Drèze**.

He had come to study economics, but what he found on dusty roads and in remote hamlets taught him more than any classroom ever could. He saw children with empty stomachs in schoolyards, farmers who had no work for months, and families surviving on the edge of hunger.

Jean didn’t just want to write about these problems — he wanted to help solve them.

A Law Born Under the Sun

Years later, in the scorching heat of rural India, Drèze sat with activists and villagers under the shade of a banyan tree. They talked about a radical idea:

What if every rural household had a **legal right to work** when they needed it most?

From those meetings and countless drafts emerged the **National Rural Employment Guarantee Act (NREGA)**. It promised 100 days of paid work every year for anyone willing to do unskilled labor.

Jean fought to make it a law, not just a scheme — so no government could take it away on a whim. He insisted that villagers themselves should audit the work, reading the records aloud in public meetings.

Today, millions of families still depend on what is now called MGNREGA to survive hard seasons.

The Hunger Fighters

But work was not enough — people needed food.

Jean became one of the loudest voices in the Right to Food Campaign. He travelled across the country, eating simple meals in people’s homes, collecting stories of empty granaries and broken promises.

His work helped inspire the National Food Security Act of 2013, which gives subsidised food grains to most Indian families and guarantees free meals to schoolchildren and mothers.

The Mid-Day Meal Miracle

Jean believed that a full stomach could open the doors to learning. He pushed for freshly cooked meals in schools, served to every child, every day.

Not just to fight hunger, but to bring children together — rich and poor, caste and caste — over the same plate of food.

That vision became the **Mid-Day Meal Scheme** we know today, the largest school feeding program in the world.

The Power of Knowing

Jean also knew that power changes hands when people know the truth. That’s why he supported the **Right to Information (RTI) Act**.

He encouraged villagers to use RTI to see how much rice was meant for their ration shop, or how much money was paid for their road construction. And if something didn’t match, they would hold a Jan Sunwai - a public hearing where the truth would be read aloud for all to hear.

It wasn’t just transparency it was democracy in action.

A Life Between Villages and Books

Unlike many economists, Jean never stayed locked in an office. He lived in small villages, travelling light, listening more than he spoke. His books, often co-written with Nobel laureate Amartya Sen, blend hard data with human stories.

He calls it “jholawala economics” economics done with a cloth bag slung over your shoulder, sitting cross-legged with the people whose lives the numbers represent.

The Legacy

Jean Drèze may not hold a political post, but his fingerprints are on some of India’s most important welfare laws:
