Institutional Tensions Flare: Press Secretary Breaks Ranks with Justice Ministry Over Ethnic Security Group

Monrovia, Liberia — A sharp divergence in messaging has emerged within the Executive Branch of the Liberian government, raising questions about policy cohesion regarding a controversial community group. Presidential Press Secretary Attorney Kula Bonah Nyei Fofana has publicly distanced herself from a firm prohibition issued by the Ministry of Justice against the National Fula Security of Liberia (NFSL) , describing the group as “largely misunderstood” rather than a threat . In a detailed commentary titled “Releasing the Accelerator a Bit: The Fulani Security Saga,” Fofana characterized the NFSL as a community-oriented organization that has been wrongfully branded a security risk. Her stance stands in direct contrast to a directive from the Ministry of Justice, led by Cllr. N. Oswald Tweh, which ordered the “immediate cessation and desistance” of the group’s activities.

The Ministry of Justice moved swiftly to assert the state’s authority, declaring that national security and public order are “constitutional responsibilities of legally established state institutions.” The Liberia National Police (LNP) corroborated this position, stating it had never authorized nor formally engaged with the NFSL.
