Day 0 — Exploring Sovereign AI — What’s up!!

Sovereign AI Build Log: Day 0

I decided to spend sometime exploring Sovereign AI and these are my open diary pages documenting my journey as I move along this path. Over the period of next whatever time it takes for me to do this alongside a full-time job, I want to explore setting up a Sovereign AI setup for myself and see how it lives up to the various tasks that I want to perform on them. Idea is to ensure that learnings are captured and documented for anyone who wants to refer to this in the public domain.

Enterprise AI landscape in 2026 is at an inflection point. Frontier models as we know it, have demonstrated undeniable capabilities across reasoning, code generation, and natural language tasks. Enterprises globally have moved from experimentation to production workloads. However, there is also a structural challenge that is now surfacing based on conversations with many of my clients: the economics of frontier-only AI are unsustainable at scale, and the data privacy and sovereignty implications are becoming board-level concerns.

Let me ask you this question….. Do you know where your data ends up on Claude or OpenAI once you click on that send button? I am aware of the existence of privacy options, enterprise agreements and all promises, etc., but do you know where it ends up, especially on consumer-tier products!! That question alone keeps a lot of Enterprise leaders up at night, because that’s no longer a transaction, but its enterprise data egress!

But before you comment that I am writing away frontier models, nah!!! I use many of them myself, with active model subscriptions like Claude, OpenAI, Gemini, and platform subscriptions covering Cursor and Microsoft Copilot. Now you must be wondering, why the hell do I carry so many subscriptions at a time!! Good question :)

My goal is to experiment with a multi-layer sovereign AI architecture, a smaller locally deployed language model handling specific tasks, while reserving frontier models for the higher escalation tier. Based on my client conversations, cost linearity is what worries enterprises the most. Most of them love working with AI, but they don’t have bottomless budgets. They got risks to mitigate. They cannot keep throwing sensitive data into frontier LLMs that are still very much a blackbox.

Basically, what I am trying to solve is to avoid the cost linearity problem (infamous token cost problem), mitigate privacy risks, reduce latency for real-time operations, manage hallucination backed by domain grounding. And managing model swaps in a production setup!!

So what I’m calling sovereign AI here is a fully hybrid architecture — open-source LLM deployed on hosted or local infrastructure, supplemented by an Agentic RAG layer, supported by a frontier model for the complex stuff. The way I think about building this:

The orchestration layer is the routing brain — it plans and determines tier selection before any model is even invoked. Data never leaves the enterprise boundary unless it explicitly needs to go to the frontier tier for non-sensitive content. And the architecture has to be model-agnostic at every level, so models can be swapped out anytime without rebuilding everything.

There are also open questions I haven’t figured out yet — how do I evaluate local model performance, detect model drift, manage data freshness, and decide how often to actually reach out to frontier models. I’ll get there.
