In my view, Ukraine’s second strike on a Moscow oil refinery within a week demonstrates a deliberate effort to pressure Russia beyond the battlefield. By targeting energy infrastructure, Kyiv appears intent on raising the economic and operational costs of the war.

Expanding Reach of Ukrainian Operations

The reported drone attacks, including strikes in the Rostov region, suggest Ukraine is increasingly capable of reaching targets deep inside Russian territory. This may challenge Russia’s sense of security and force greater resource allocation to domestic defense.

Risks of Further Escalation
