The Philippines is witnessing a critical shortfall in HIV prevention funding even as new infections hit record highs, health officials and aid agencies warn.
According to the World Health Organization (WHO) and Joint United Nations Programme on HIV and AIDS (UNAIDS), only ₱211 million—or about 6 percent of the ₱3.6 billion spent on HIV programs in 2023—was allocated to prevention efforts.
The Department of Health (DOH) reported an average of 57 new HIV cases per day so far in 2025, with nearly 30 percent of those infected being under 18 years old.
The rapid increase—about a five-hundred-percent rise in new HIV cases since 2010—has prompted calls from WHO and UNAIDS for stronger government measures.
Dr. Louie Ocampo, UNAIDS Country Director, described the situation as one where “the numbers paint a stark picture that demands our immediate attention and coordinated action across all levels of government and society.”
Health Secretary Teodoro Herbosa has echoed concerns over shrinking international funding, urging the national government to compensate for the gap by increasing domestic financing through public financial management reforms.
Observers warn that delayed or reduced prevention funding could mean that many people at risk—particularly youth—will miss out on critical services like community-led programs, self-testing, and pre-exposure prophylaxis.
Meanwhile, government funds have been increasingly directed to other priorities, even as foreign aid—particularly from the United States and the Global Fund—declines or shifts, raising concerns over whether prevention will be sufficiently covered in the coming years.
