Kill this Bill: H.R. 2289, the “Un”-American Broadband Deployment Act

There are a lot of reasons why this bill should be shredded for the good of America.

NOTE, Last week a majority of the telecom associations decided that they would push through a plan together. History predicts that once executed, the big players, CTIA, wireless, USTelecom wireline, and NCTA, cable, join to squash these other smaller competitor groups’ members.

1. This bill is a part of a long standing plan for a wireless bait and switch and appears to have been developed by a corporate funded group, ALEC, the American Legislative Exchange Council.

2. Previous almost identical bill — all tied to Chairman Carr. As we will discuss, in 2023 there was an almost identical bill, and we detailed a number of concerns — which we will discuss, but the most obvious is that this legislation is tied to the FCC Brendan Carr’s plans called Delete, Delete, Delete, — over 25 different proceedings each with the goal to remove all regulations and obligations on those who control America’s critical wired infrastructure — and give it to their wireless subsidiaries

And this includes — block all cities and state actions or oversight over the networks and telecommunications.

But it is the use of distorted and manipulated facts, or the intentional exclusion of basic facts such as manipulating the number of lines to make it appear that only a few copper wires still exist, that has been in vogue for decades. In this case, Carr is claiming that this is about ‘modernization’ while they want to make more money by not giving fiber to the home but crap, slow, and expensive wireless service as a substitute — that’s what this plan is really about.

4) In our previous story we laid the first list of violations and egregious acts that we are calling on Congress to investigate our claims:

We Are Calling for a Complete Halt to the Entire FCC Brendan Carr Proceedings. And We Challenge — Prove Us Wrong.

We believe that Carr has violated multiple laws and regulations, from failing to supply all material facts or omitting or distorting basic information to moving America the phone and wireless companies agenda — Carr’s former clients.

5. This Congressional Bill is a based on a made up fiction and the facts and conclusions can be sliced, diced and shredded.

The bottom line is that this bill has every flaw we found in he FCC Carr’s proceedings — There is no mention that the utilities still exist, that the copper wires should have been upgraded to fiber, — but this bill is just built on a fictional storyline — with data or analysis that can be shredded by facts

6. There have been a number of groups who specifically point to how this bill was designed to block municipalities and states from the right of oversight, among other harms.

Local Government Associations Strongly Oppose H.R. 2289, the American Broadband Deployment Act of 2025.

Groups include: NATOA, the US Conference of Mayors, the National League of Cities and National Association of Counties, among others.

7) None of this is new. We wrote about the previous iteration of this bill in 2023.

**ALEC Inspired Bill HR3557 is a Wireless Bait and Switch that will Kill Fiber Wireline Deployment.**

In 2023, we wrote this story about how a group called the American Legislative Exchange Council, ALEC, has been creating both state and federal legislation, paid for by the companies that helped to write and shape the work — to get what they want

“HR 3557 claims that wireless companies should be allowed to do what they want and it has been put on a fast track.”

And then we have the sponsor of the bill. Rep. Earl L. “Buddy” Carter’s (R-GA) claims that the reason for this bill

“streamlining the permitting process for upgrading broadband infrastructure so that more Americans have access to internet and the United States can maintain its competitive edge against China.”

As we wrote: “According to many, the passing of this bill through the House Energy and Commerce Committee was a whirlwind that includes the consolidation of many other wireless bills, all designed to help the wireless companies, and remove the rights of cities to control telecommunications in their own towns.

We wrote: “What also should scare America is the rest of this wireless story — and how the FCC was also taken over and the ALEC fingerprints are all over Commissioner Brendan Carr’s “Carr’s 5G Order”, — which we documented as part of a package of wireless bills that were being pushed through in California.

8) Where is the discussion how the legislation was ALEC Inspired?

Thus, in 2026 and in 2023, the agenda for America is a wireless bait and switch. — But the politicians are in on the joke — and have been helping to ram through harmful deregulations.

9. When we asked Google about the ties of ALEC and the Chair of the house committee it came back with

Google AI wrote:

Yes, the same bill has been revamped to match Carr’s plans and yes, Buddy Carter introduced both bills and yes, it is clear it is tied to ALEC and tied to Carr.

10) No one is addressing the primary issues that we’ve been discussing for a decade and this legislation is a concocted scheme to match Carr’s proceedings —

But no one said:

§ Where is the mention of the state telecom utilities?

§ Where are the investigations or audits of the financial books?

§ Where is the recognition customers paid for a fiber optic future but ended up overcharging them continuously?

§ How did the fiber upgrade construction expenses get illegally diverted to wireless construction?

§ How did the FCC and states allow for the manipulation of the counting of access lines — where an estimated 70–90% of copper lines were never supplied for the calculation of total copper lines?
