Universities are facing a defining moment. Financial instability, declining student enrolments, increasing competition from private education startups, and mounting regulatory pressure are pushing traditional institutions toward an uncertain future. The old models are no longer sustainable — incremental change is not enough.

At RMIT FORWARD and Boundaryless, we believe the solution lies in decentralisation and platform-based education. The Platform University is a bold new model that reimagines universities as entrepreneurial, adaptive ecosystems, enabling them to thrive in a rapidly evolving world.

But what does this transformation actually look like?

In the speculative fiction story that follows, we explore how Nexus University embraced platform principles, radically restructuring itself to become a leader in the next era of higher education.

In 2035, Dr. Amelia Chen, the newly appointed Vice-Chancellor of Nexus University, faced a monumental challenge.

Once a prestigious institution, Nexus now faced dwindling international student enrolments, a mountain of infrastructure debt, and fierce competition from both traditional universities and agile, tech-savvy startups. Increasingly fierce government funding cuts and a more stringent regulatory environment only added to the pressure. Nexus’s financial situation was precarious.

Once a source of pride, Nexus’s physical and operational infrastructure had become a burden. Aging buildings required costly renovations to meet modern sustainability standards, yet the funds for these upgrades were increasingly scarce. The university’s commitment to sustainability was no longer optional: it was a necessity driven by environmental responsibility and the need to attract environmentally conscious students and partners.

However, the cost of retrofitting facilities to reduce carbon emissions and achieve energy efficiency was daunting, especially given the institution’s mounting debt. As Nexus grappled with these sustainability challenges, it became clear that it must balance its long-term goals with immediate financial constraints. The institution’s leadership was aware that failing to address sustainability could damage its reputation and result in losing potential partnerships and students to more progressive competitors.

The international student population, once a cornerstone of Nexus’s financial stability, had been severely impacted by global geopolitical shifts. Tightened visa regulations, economic sanctions, and political unrest in key source countries had led to a sharp decline in international enrolments. The students who once filled the university’s lecture halls and contributed significantly to its revenue were now seeking education in countries with more favourable political climates or opting for online alternatives. The university’s reliance on international students had become a source of fragility and left it vulnerable.

The rise of commercial startups in the education sector presented another significant challenge. These companies, unburdened by legacy systems, innovated rapidly and offered targeted, flexible educational solutions. Nexus, in contrast, was weighed down by its established structures and processes, which slowed its ability to respond to market demands.

By 2035, the regulatory environment for universities had become more stringent than ever. At Nexus, meeting these regulatory demands required navigating a complex web of compliance obligations, from data privacy and financial reporting to curriculum standards and research ethics. This increased regulatory burden threatened to stifle the university’s ability to innovate and adapt.

Students in 2035 also had different expectations from those of previous generations. They demanded more personalised and practical learning experiences that prepared them for a rapidly changing job market. Employers, too, were seeking graduates who possessed not just academic knowledge but also the skills and adaptability to thrive in a dynamic work environment.

Amelia Chen’s appointment to lead Nexus was a strategic move by the university, driven by the urgent need for transformative leadership in the face of these challenges. Unlike other candidates from traditional academic backgrounds, Amelia stood out for her extensive industry experience, time as an advisor on technology and education policy to both the European Commission and the U.S. Department of Education, and her ability to lead large-scale industry transformations.

With a Ph.D. in Electrical Engineering from MIT, Amelia had spent two decades in the tech industry, where she successfully led digital transformations for major corporations and built innovative partnerships.

Nexus needed someone who could think unconventionally. Someone who could bring a fresh perspective. Amelia’s appointment signalled to the broader academic and business communities that Nexus was ready to embrace change, innovate, and lead in a rapidly evolving educational landscape.

As Amelia gazed out of her office window at the sprawling campus below, she knew that incremental changes wouldn’t work. The challenges Nexus faced were too complex and deeply rooted in outdated systems to be solved by slight adjustments.

Amelia had spent years studying and observing the transformations that companies like Haier and Bayer had undergone, learning from their radical approaches to organisational design and studying systems like Buurtzorg in the Netherlands.

She knew that Haier, under Zhang Ruimin’s leadership, had dismantled its traditional hierarchical structure and adopted the RenDanHeYi model, which empowered autonomous teams to innovate and respond directly to market demands. This decentralisation fostered an entrepreneurial spirit across the company, turning Haier into a global leader.

Similarly, Bayer’s adoption of Dynamic Shared Ownership (DSO) reduced bureaucracy and created a customer-centric, agile organisation. Bayer’s CEO, Bill Anderson, spearheaded this transformation by decentralising decision-making, pushing autonomy to the teams closest to the customer, and enabling rapid innovation and responsiveness.

Amelia’s understanding of these transformative principles deepened during a pivotal meeting with Bill Anderson at an international leadership summit. Recognising her ambition to reshape Nexus University, Anderson shared insights from Bayer’s journey.

“The key,” he told her, “is to trust your people and give them the autonomy to drive change from the ground up. Decentralise everything you can.”

This conversation solidified Amelia’s conviction that these principles could be adapted to the university setting. She envisioned transforming Nexus using the Entrepreneurial Ecosystem-Enabling Organisation (3EO) framework, where autonomous units within the university could operate with the same agility and innovation as those at Haier and Bayer.

This approach would not only break down the silos that stifled creativity and growth but also align the university’s operations more closely with the rapidly changing demands of the global education market.

She outlined her plan in detail: transforming traditional departments into semi-independent hubs that could create new products and services, form industry partnerships, and develop their own go-to-market strategies to generate revenue.

The university would provide the infrastructure, brand, and regulatory compliance, but the hubs would be responsible for their own success.

At the core of this transformation was the NeXus Platform, a shared digital infrastructure designed to streamline operations and support the university’s new model.

Amelia explained how the university had long been constrained by enterprise system vendors that provided outdated, rigid platforms for student management, financial operations, and course delivery. What began as a solution to scale had turned into a bureaucratic nightmare — an expensive, slow-moving system that stifled innovation and locked Nexus into costly, long-term contracts.

“Exactly,” Amelia confirmed. “And you’d have skin in the game. Your hub’s success will directly impact your team’s compensation and resources.”

A murmur of excitement spread across the room. But skepticism remained.

“What about the unions?” Professor Thompson asked. “They’ll never agree to this level of change.”

Amelia had anticipated this. “We’ll need to negotiate, of course. But imagine offering staff the opportunity to become entrepreneurs and grow our ecosystem. To ensure a steady pipeline of talent and innovation, the university introduced the Nexus Agile Education Platform — an AI-driven system that allowed students to design personalised learning pathways and earn stackable micro-credentials, ensuring their studies aligned with real-world job market needs.

To validate the market value of these micro-credentials, Nexus embedded them within an open and flexible industry ecosystem, ensuring constant feedback loops between employers and learners.

Not everyone embraced the changes immediately. Some faculty members feared losing autonomy, while unions worried that decentralisation would weaken collective bargaining power.

To address these concerns, Amelia worked closely with union leaders, ensuring that staff retraining and professional development were central to the new model. Employees were empowered to become entrepreneurs, with opportunities to develop their own courses, launch consultancy services, and lead innovation hubs.

At a crucial meeting, Jake Morrison, a professor from the Engineering hub, shared his experience.

“I was skeptical at first,” he admitted. “But last month, my team integrated a renewable energy startup into our hub to commercialise a new solar technology. Some of our staff and students became employees or interns in the startup. The union representatives exchanged glances. The new model wasn’t about cutting jobs — it was about creating more opportunities.

“I never thought I’d call myself an entrepreneur,” she chuckled during a faculty meeting. “But here I am, teaching students from Mumbai to New York, all while still being part of Nexus. It’s challenging — but incredibly rewarding.”

As Nexus gained financial sustainability, increased research output, and improved graduate employment rates, governments and policymakers began to take notice.

As Amelia Chen stood on stage at a global education leadership conference, preparing to share the first five years of the Nexus transformation, she reflected on the journey — and on her original conversation with Bill Anderson from Bayer.
