Lagos Flooding: Why Governance Decides Who Loses Everything

Lagos is flooding, but rainfall is only part of the story. Governance, infrastructure, land use, and displacement determine how much damage the water ultimately causes.

A woman in Isashi packed what she could carry and left her home two weeks ago. She left when the water reached her door, then her floor, then the frame of her bed. Her neighbours in Iba, Okokomaiko, and Ojo made the same decision around the same time, for the same reason. None of them needed a forecast to know what was already inside their homes.

Across Badagry, Makoko, and Ikorodu, this is not new. Residents there have lived with rising water long before any emergency alert existed. To put the scale in perspective: Lagos State covers roughly twice the land area of Houston, Texas, yet carries two to three times Houston’s entire metro population, much of it in low-lying, flood-exposed neighbourhoods never built to hold this many people. What is new, every single year, is how much worse the surrounding systems make it.

Part I: The Scale of What Is Coming

Nigeria’s Hydrological Services Agency has placed 33 states and the FCT on high flood alert for 2026. Fourteen thousand, one hundred and eighteen communities across 266 local government areas are now classified as high risk. The peak danger window, July through September, has barely begun.

Lagos is already living the early version of this. Torrential rainfall from 28 June onward submerged large parts of the city, paralysing traffic, halting businesses, and forcing residents in Isashi, Iba, Okokomaiko, and Ojo to abandon their homes entirely. Bayelsa, Delta, Rivers, and Ondo along the coast, Benue, Niger, Kogi, and Adamawa along the floodplains, and urban centres including Port Harcourt, Ibadan, Kano, and Abuja all sit inside the same warning.

Part II: The Rain Did Not Do This Alone

Precision matters more than alarm here. Climate change is part of this: heavier rainfall and rising seas are real, measurable pressures. But the disaster Nigeria is living through is less a rainfall problem than a governance and infrastructure challenge, decades in the making.

I think of this the same way I think of a natural climate cycle sitting on top of a warmed baseline. A cycle like El Niño does not invent heat. It presses down on a baseline that is already higher than it used to be, and the result looks far more extreme than the cycle alone would produce. Nigeria’s flooding follows the same logic, in reverse: climate change loads the dice on the rainfall, but the built environment underneath decides how much devastation that rainfall converts into.

Rapid urban sprawl has consumed the wetlands that once absorbed excess water. Drainage infrastructure, designed for a Lagos with a fraction of its current population, is now structurally incapable of carrying the load. Waste dumped indiscriminately and illegal structures built directly on drainage channels block what capacity remains. The Lagos State Environmental Task Force has begun clearing some of these structures, and the state pledged stricter flood control measures entering the year, though implementation has lagged behind the crisis it was meant to prevent.

None of these failures happened during the storm. They accumulated through thousands of planning decisions made long before the first drop of rain fell.

This is not new information to the people losing their homes. It is new information to the systems that keep treating it as a surprise.

Floods are often described as natural disasters. Increasingly, they are governance tests. Rain may trigger the emergency, but planning, infrastructure, land use, drainage, housing policy, and disaster preparedness determine how much damage that rainfall ultimately produces.

Part III: What Happens After the Water Recedes

The flood report usually ends when the water disappears. People’s lives do not.

When people are displaced by flooding, they move, often into communities already stretched thin on housing, water, and work. A household that loses everything in Isashi does not simply find shelter elsewhere. It joins a new community’s queue for the same limited resources that community was already short of. Squatting with relatives becomes the immediate outcome for many families this season, and that arrangement holds only as long as the host household’s own resources do.

This is where displacement becomes something else. Overcrowding strains services that were never built for the added population. Competition over water, housing, and casual work intensifies. Tension that begins as scarcity has, in other contexts and other years, escalated into open conflict between host and displaced communities. I wrote about this cycle years back, in Kano and Jigawa state, after floods destroyed close to 50,000 homes there. It is still the same cycle playing out, in different communities, six years later.

Displacement also carries a second, quieter risk. Cholera, typhoid, malaria, and other waterborne illnesses tend to follow flooding into overcrowded, under-served areas, compounding a crisis that is already stretching thin health infrastructure.

Reducing disaster risk was never only about emergency response after the fact. It requires a risk reduction management plan embedded in national development strategy, not a separate exercise activated once the water has already arrived.

The woman in Isashi did not wait for an emergency alert. She waited for the water to reach her home. People are already living inside a disaster before any system records one. That is where flood governance must begin.
