Abstract

Radicalization is conventionally framed as a social, psychological, or ideological phenomenon. This paper argues that framing is incomplete. From a systems-theoretic perspective, radicalization functions as a dimensionality reduction event – a collapse of cognitive and social representational complexity under conditions of sustained environmental pressure.

When societies face compound uncertainty – economic instability, rapid demographic change, epistemic fragmentation, and accelerating technological disruption – they exhibit a measurable tendency to compress multi-dimensional realities into low-resolution binary narratives. This compression is not primarily irrational. It is an adaptive response to cognitive overload, one that delivers immediate psychological stability at the cost of long-term systemic resilience.

We formalize this process through the concept of Narrative Coherence Compression (NCC): the progressive reduction of a society’s operative belief space toward a minimal set of high-certainty, high-salience attractors. We analyze NCC dynamics across Western, South Asian, and Southeast Asian contexts, demonstrating that structurally similar pressures produce regionally differentiated but mechanistically equivalent simplification responses.

The paper further introduces a Societal Complexity Tolerance (SCT) metric as a measurable indicator of a society’s capacity to hold representational diversity without collapsing into polarization. Interventions are evaluated not as ideological countermeasures but as structural investments in SCT. We conclude that radicalization, reframed this way, is not primarily a moral or security problem – it is a governance problem with identifiable structural levers.

  1. Introduction: The Wrong Frame Has Produced the Wrong Interventions

Counter-radicalization policy has, for decades, operated from a deficit model. The radicalized individual or group is understood as having adopted incorrect beliefs, distorted values, or dangerous affiliations. The intervention follows logically: correct the beliefs, disrupt the affiliations, or – when those fail – contain the behavior.

Confirmation infrastructure: Digital platforms algorithmically favor high-engagement content, which correlates strongly with high-certainty, high-emotion narratives. The information environment thus reinforces the attractor rather than disrupting it.

Once a social system has converged on a low-dimensional attractor, the energy required to exit it exceeds the energy required to remain. This is why direct confrontation of radical beliefs – offering contrary facts, demonstrating logical inconsistencies – is so consistently ineffective. The individual or group is not being held in position by bad information. They are being held in position by an attractor whose stability derives from cognitive, social, emotional, and environmental forces simultaneously.

2.4 Societal Complexity Tolerance

We introduce Societal Complexity Tolerance (SCT) as a metric for a society’s capacity to hold representational diversity without undergoing NCC. SCT is a function of:

• Epistemic infrastructure quality: the reliability, accessibility, and differentiation of information sources

• Institutional trust levels: confidence in governance, legal, and civic institutions as legitimate arbiters of contested claims

• Deliberative space availability: the existence of forums – educational, civic, cultural – where multiple perspectives coexist without forcing binary resolution

• Economic security baseline: the degree to which material needs are sufficiently met that cognitive resources are available for complexity processing rather than survival-mode simplification

• Social bridging capital: the density of relationships that cross group boundaries, maintaining exposure to diversity as a normalized experience

SCT is not a fixed property of a society. It degrades under sustained pressure and can be deliberately built through structural investment. The governance implication: SCT is a public good, and its maintenance should be treated as a policy priority with the same seriousness as physical infrastructure.

  1. The Global Pattern: Similar Pressures, Differentiated Expressions

A critical structural observation about contemporary radicalization is that it is occurring simultaneously across societies with very different cultural, religious, and political traditions. This simultaneity strongly suggests that the driving mechanism is not cultural specificity but systemic pressure – the same underlying SI dynamic expressing through regionally available narrative attractors.

3.1 The Western Context

Western societies have faced a convergence of destabilizing pressures over the past two decades: deindustrialization and wage stagnation, accelerating demographic change, institutional trust collapse, and the epistemic disruption of social media replacing legacy media infrastructure.

The available narrative attractor in this context has been nationalist-populist: a high-certainty story organized around cultural identity threatened by external contamination (immigration, globalism, liberal institutions). This narrative provides what complex reality does not – a clear agent responsible for felt losses, a clear boundary between legitimate and illegitimate members, and a clear prescriptive direction (restoration of a prior, simpler state).

The structural driver is not primarily cultural conservatism. It is SCT degradation under economic and epistemic pressure, selecting for the most cognitively available attractor in the regional narrative environment.

3.2 The South Asian Context

South Asian societies have undergone their own convergent pressures: rapid modernization disrupting established social hierarchies, urbanization severing traditional community structures, economic growth that has been uneven and precarious for large populations, and identity politics that has instrumentalized religious and ethnic difference for electoral mobilization.

The available narrative attractor here has been religious and traditionalist: a high-certainty story organized around civilizational identity threatened by secular modernity, Western cultural imperialism, or minority groups positioned as existential challenges to majority culture.

Again, the structural driver is not primarily religious conviction. Devout religious populations do not uniformly radicalize. NCC selectively occurs where SCT is low – where institutional trust has collapsed, where economic precarity is acute, where deliberative civic space is absent, and where the information environment delivers high-certainty religious-nationalist content to populations already primed for simplification.

3.3 The Southeast Asian Context

Southeast Asian contexts present a third variant: where pressure has driven toward authoritarian attractor states rather than cultural or religious ones. The simplification takes the form of a preference for centralized order over deliberative complexity – trading political pluralism for predictability.

This is NCC operating in the political domain rather than the cultural or religious one. The mechanism is identical: sustained pressure, degraded SCT, collapse toward the lowest-dimensional available attractor.

The contemporary radicalization dynamic cannot be understood without accounting for the role of algorithmic content distribution in accelerating NCC. Digital platforms do not create the conditions for NCC – those are generated by real economic, social, and institutional pressures. But they dramatically accelerate the convergence process through three mechanisms.

Preference amplification: Engagement-maximizing algorithms systematically favor content that generates strong emotional responses. High-certainty, high-emotion, binary-identity content generates more engagement than nuanced, multi-dimensional content. The platform thus acts as a sorting mechanism, filtering the information environment toward lower-dimensional, higher-certainty narratives.

Cross-boundary resonance: Platforms eliminate the geographic friction that previously limited the propagation of radical narratives. A simplification attractor that forms in one regional context can now propagate instantly to populations in other regions facing structurally similar pressures. The result is a global feedback network where regional NCC episodes reinforce and accelerate one another.

Echo chamber geometry: Recommendation systems progressively narrow the information environment toward content consistent with existing positions, reducing exposure to cross-group bridging content and accelerating the social reinforcement of attractor stability. The algorithmic structure of major platforms is, from a systems perspective, an SCT degradation mechanism operating at global scale.

This does not imply that platforms are the primary cause of radicalization. They are amplifiers of a dynamic whose roots are in real-world pressure and institutional failure. But any serious structural intervention must address the amplification layer, not only the source conditions.

  1. Why Direct Counter-Radicalization Fails: The Attractor Problem

Standard counter-radicalization approaches operate from a premise that, given the NCC framework, is demonstrably inadequate: the premise that radicalization is primarily an information problem, correctable by supplying better information.

This premise fails for a structural reason. Once NCC has converged toward a stable attractor, the individual or group is not in a state of information deficit that can be remedied by adding correct information. They are in a dynamically stable low-dimensional state maintained by cognitive efficiency, social belonging, emotional security, and environmental reinforcement simultaneously.

Introducing contradictory information into this system does not destabilize the attractor. It activates it. The contradiction is processed through the attractor’s existing logic – it becomes evidence of the adversary’s deception, proof of the external threat’s sophistication, or confirmation that mainstream sources cannot be trusted. Direct deradicalization through argument produces limited durable results. The attractor must be addressed structurally – by degrading the conditions that sustain it and building the institutional infrastructure for alternative representational complexity.

Effective intervention operates at the level of SCT – building the society’s capacity to hold complexity without undergoing NCC – rather than at the level of the attractor itself.

6.1 Epistemic Infrastructure Investment

The most upstream intervention is investment in high-quality, accessible, differentiated information infrastructure. This means more than fact-checking or media literacy campaigns – those operate downstream of the problem. It means:

• Publicly funded, editorially independent information sources structured to present genuine complexity rather than false balance or entertainment-optimized simplification

• Education systems that explicitly teach epistemic skills: source evaluation, probabilistic reasoning, comfort with uncertainty, and the recognition of logical fallacies

• Regulatory frameworks that address algorithmic amplification of high-certainty, high-emotion content

The goal is to raise the baseline complexity of the information environment, reducing the comparative advantage of low-dimensional narrative attractors.

6.2 Deliberative Space Design

Societies require physical and institutional spaces where multiple perspectives coexist without forcing binary resolution. The disappearance of third spaces – neutral civic environments where diverse populations interact around shared activities rather than identity positions – has been a significant driver of SCT degradation.

Deliberative space design means investing in:

• Community institutions that cross identity group boundaries

• Educational environments structured around collaborative inquiry rather than position competition

• Civic participation frameworks that present governance as shared problem-solving rather than zero-sum identity conflict

These spaces do not require ideological consensus. They require the experience of productive engagement with difference – an experience that, repeated at scale, builds the social bridging capital that sustains SCT under pressure.

6.3 Economic Security as Cognitive Infrastructure

The relationship between material precarity and cognitive simplification is not incidental. When basic economic security is absent, cognitive resources are disproportionately allocated to immediate threat response. The mental bandwidth available for complex, multi-variable reasoning about social and political questions is substantially reduced.

This means that economic policy is, structurally, radicalization prevention policy. Investments in economic security – floor income, accessible healthcare, housing stability, educational opportunity – directly raise SCT by freeing cognitive resources from survival-mode processing.

This connection is rarely made explicit in counter-radicalization literature, which tends to treat the ideological and economic domains as separate. From a systems perspective, they are the same domain seen from different vantage points.

6.4 Institutional Trust Repair

Institutional trust is both an input to and an output of SCT. When people trust civic institutions – courts, media, government – as legitimate arbiters of contested claims, they have access to a shared representational framework that reduces the pressure toward extreme simplification. When that trust collapses, every contested question becomes a binary conflict between incommensurable certainties.

Institutional trust repair is slow, difficult, and cannot be accomplished through communication strategy. It requires demonstrated institutional performance: institutions that consistently produce fair, transparent, and competent outcomes regain legitimacy over time. The inverse – institutions that are corrupt, opaque, or incompetent – produce irreversible trust deficits that dramatically accelerate NCC in the populations they serve.

  1. Limitations and Scope Boundaries

Several limitations of this framework require explicit acknowledgment.

Metric operationalization. The SI and SCT concepts introduced here are analytically tractable but not yet empirically operationalized. Rigorous measurement frameworks for both variables – appropriate for cross-regional comparison – remain to be developed. This is a significant research gap.

Causal arrow complexity. The pressure-to-NCC causal pathway, while well-supported in broad outline, involves significant interaction effects and feedback loops that the simplified SI formulation does not capture. A fully specified formal model would require dynamic systems modeling well beyond the scope of this paper.

Agency and heterogeneity. The framework treats societies as relatively homogeneous systems, which understates the significant variation within societies in SCT levels, pressure exposure, and attractor vulnerability. A more complete analysis would model the distribution of SCT across subpopulations and the dynamics by which low-SCT subgroups can influence broader social system behavior.

Normative assumptions. The framework implicitly values representational complexity over simplification, pluralism over homogeneity, and deliberative governance over authoritarian clarity. These are contestable positions. The framework should be read as operating within a liberal democratic normative context and evaluated accordingly.

  1. Conclusion: Radicalization as a Governance Failure

The central reframing this paper proposes is this: radicalization is not primarily a moral failure of the radicalized. It is primarily a governance failure of the institutions responsible for maintaining the conditions under which genuine complexity processing is possible.

When societies fail to invest in epistemic infrastructure, allow deliberative civic space to atrophy, permit economic precarity to degrade cognitive capacity, and watch institutional trust collapse without response – they create the conditions under which NCC is not a pathology but a rational adaptive response to genuine overload.

The societies that navigate this period of compound global pressure most successfully will be those that understand what they are actually trying to protect: not a particular political position, not a cultural identity, not a security perimeter – but the capacity for the representational complexity that makes self-governance possible.

That capacity – Societal Complexity Tolerance – is not a luxury of stable times. It is the structural precondition for surviving unstable ones.

It can be built. It can be measured. And unlike the attractor states it prevents, it becomes more valuable the more pressured the environment becomes.

That is the investment worth making.
