When Medicine Gets Called a Weed: Why the Noxious Weed List Deserves Public Scrutiny

A plant can be useful, medicinal, invasive, and legally unwanted at the same time.

That is the part too many people miss.

When a government agency classifies a plant as a noxious weed, the public often hears one simple message: bad plant. Remove it. Spray it. Kill it.

But that is not always the whole truth.

A noxious weed designation is a legal and agricultural classification. It usually means a plant is considered destructive, competitive, invasive, difficult to control, or harmful to crops, waterways, ecosystems, livestock, or native plant communities. The USDA federal noxious weed list is maintained under 7 CFR § 360.200, and USDA APHIS regulates the importation and interstate movement of plants on that list. 0

That legal classification does not automatically mean the plant has no food value, no medicinal value, no cultural value, no ecological role, or no history of traditional use.

That distinction matters.

Because once a plant is called a “weed,” many people stop asking questions.

The Rose Hips Taught Me to Pay Attention

When I lived in Washington, I watched wild roses get sprayed. The rose hips died with them.

That stayed with me.

Rose hips are not just pretty red fruit on a wild shrub. They have long been used in teas, syrups, jams, jellies, and traditional medicine. USDA plant materials guidance for Nootka rose says Native Americans throughout the Pacific Northwest and Rocky Mountain region used Nootka rose as food, medicine, and for ceremonial purposes. The same USDA guide also notes that the hips of wild roses are high in vitamin C and are used in jams, jellies, syrups, and teas. 1

USDA guidance for dog rose also describes rose hips as a source of vitamin C and notes their use in traditional European folk medicine. 2

So when people see wild roses sprayed under the broad logic of “weed control,” it raises a fair question:

Are we protecting the land, or are we sometimes destroying useful plants because our system has learned to see unmanaged nature as a problem?

Noxious Does Not Mean Worthless

To be fair, some noxious weed laws exist for real reasons.

In Washington State, law defines a noxious weed as a plant that, once established, is highly destructive, competitive, or difficult to control by cultural or chemical practices. 3

Washington’s noxious weed system also maintains an official state list of plants considered highly destructive, competitive, or difficult to control. 4

That is not automatically sinister. Invasive plants can choke waterways, destroy habitat, damage farmland, crowd out native species, and create serious economic harm. Some plants genuinely do need control.

But here is where the public deserves a sharper conversation:

Control should not automatically mean chemical destruction, and “weed” should not automatically mean worthless.

A plant can be invasive and medicinal.

A plant can be difficult to manage and culturally important.

A plant can be a problem in one location and a resource in another.

A plant can require control without deserving careless eradication.

Why Some Plants Are Capitalized Below

The list below comes from the USDA federal noxious weed list under 7 CFR § 360.200. The plants written in capital letters are plants I flagged because they have documented traditional, ethnobotanical, herbal, medicinal, food-medicine, or pharmacological use somewhere in the broader plant-use record.

That does not mean they are safe.

That does not mean they are legal to grow, move, sell, import, harvest, or use.

That does not mean they are approved medicine.

That does not mean anyone should consume them.

Capital letters only mean this:

The plant has a known history of medicinal, herbal, food, or ethnobotanical value that deserves to be acknowledged separately from its noxious weed classification.

In other words, the capital letters are not medical advice. They are a public-interest flag.

They show where the conversation needs more nuance.

Because a government list can tell us what a plant means to agriculture and regulation. It cannot tell us the full story of what a plant has meant to people.

The Public Should Be Asking Better Questions

Before agencies, counties, contractors, or landowners spray plants across roadsides, fields, ditches, trails, or public land, people should be asking better questions.

What plant is being targeted?

Is it actually listed as noxious, or is it simply unwanted vegetation?

Is it native, nonnative, invasive, medicinal, edible, pollinator-supporting, or culturally significant?

Is chemical spraying the only option?

Are there safer methods, such as hand removal, cutting, grazing, digging, targeted application, seasonal timing, or restoration planting?

Who benefits financially from repeated spraying contracts?

Is the public being told what is sprayed, when it is sprayed, and why?

Are useful plants being destroyed because nobody bothered to distinguish them from harmful ones?

That last question matters.

Washington’s own weed system has more than one category. For example, multiflora rose is described by King County as a weed of concern and as being on the Washington State Noxious Weed Control Board’s Monitor List. The state’s Monitor List gathers information on suspect weeds, but plants on that list are not listed noxious weeds in Washington and do not carry the same legal regulatory status. 5

That proves the details matter.

The category matters. The location matters. The species matters. The public should not have to be a botanist to ask whether a spray truck is killing something useful.

We Need a Smarter Standard Than “Spray First”

The public does not need to deny that invasive species exist. That would be foolish.

We also do not need to pretend every medicinal plant should be allowed to spread anywhere it wants. That would be irresponsible.

But we do need to stop acting like every plant outside a controlled commercial system is automatically a threat.

There should be a higher standard before medicinal, edible, native, or culturally significant plants are destroyed.

At minimum, public agencies should be expected to use:

  1. Accurate plant identification.

  2. Public notice before spraying.

  3. Chemical disclosure.

  4. Clear explanation of why the plant is being targeted.

  5. Review of nonchemical control methods.

  6. Protection for native medicinal and food plants whenever possible.

  7. Replacement planting with native, pollinator-supporting species when removal is necessary.

Washington law even includes a provision about state agencies controlling noxious weeds and replacing noxious weeds with native forage plants beneficial to pollinators. 6

That is the direction we should be going.

Not lazy destruction.

Not blind spraying.

Not treating every useful wild plant as a nuisance.

A Better Framework

A better system would sort plants before action is taken.

Immediate control needed: Truly destructive invasive plants threatening crops, waterways, native habitat, livestock, or public safety.

Careful managed control: Plants that are invasive but also medicinal, edible, pollinator-supporting, or culturally significant.

Protect and restore: Native plants, traditional food plants, medicinal plants, and species that stabilize soil, support wildlife, or provide public benefit.

Do not spray without review: Roadsides, public trails, riparian zones, berry patches, wild rose stands, elderberry, nettle, mullein, yarrow, plantain, and other useful plants commonly dismissed as weeds.

That is not radical.

That is responsible land stewardship.

What Everyday People Can Do

  1. Ask what is being sprayed.

If you see roadside or public-land spraying, ask the county, city, state agency, or contractor for the plant target list and chemical used.

  1. Ask whether the plant is legally listed.

There is a difference between a listed noxious weed, a monitor-list plant, a weed of concern, and an unwanted plant.

  1. Ask for the control method.

Chemical spraying is not the only tool. Cutting, digging, grazing, seasonal mowing, restoration planting, and targeted application may be better options in some places.

  1. Protect native medicinal plants.

Learn the difference between invasive plants and native plants with food, medicine, pollinator, or habitat value.

  1. Push for public notices.

Communities should know what is being sprayed, when, where, why, and with what chemical.

  1. Document useful plant loss.

If berry patches, rose hips, elderberries, nettles, milkweed, or other beneficial plants are destroyed, take photos and ask who authorized it.

  1. Request pollinator and medicinal plant review.

Local weed boards and public works departments should have to consider ecological value, traditional use, medicinal value, and food value before broad spraying.

  1. Support smarter land management.

The goal should be control where necessary, not destruction everywhere.

The Deeper Issue

This is really about who gets to define value.

A corporation sees a plant one way.

A farmer may see it another way.

A county spray contractor may see it another way.

A Native community, herbalist, forager, gardener, pollinator advocate, or grandmother making tea may see it very differently.

When public agencies define plants only through the lens of control, we lose more than vegetation.

We lose memory.

We lose traditional knowledge.

We lose food sources.

We lose medicine.

We lose relationships with the land.

And sometimes, we lose the very plants people once depended on to stay healthy.

So yes, some weeds need to be controlled.

But the public has every right to ask:

Are we controlling harm, or are we destroying medicine because we forgot how to recognize it?
