And for perhaps the first time at a large scale, there is growing momentum around AI governance and digital transformation across both government institutions and universities.

Several recent developments show that Nigeria is moving beyond simply discussing AI and digital transformation toward building actual governance structures around them.

• decision-making,
• public services,
• accountability,
• education,
• and national competitiveness.

Countries that fail to build digital governance systems risk becoming digitally dependent on systems designed entirely outside their realities.

And that risk is especially important for African countries.

Perhaps the greatest opportunity is not AI itself.

AI cannot function effectively inside chaotic infrastructures.

Responsible digital governance requires:

• reliable digital records,
• interoperability,
• accountability frameworks,
• cybersecurity,

No policy framework will solve every problem overnight.

Implementation challenges will remain. Infrastructure gaps still exist. Digital inequality is still real.
