  1. Introduction of CB certification:

CB certification is actually an internationally recognized certification system organization. This international system organization is IECEE. Chinese is the International Electrotechnical Commission. The certification bodies of member countries that join this organization use the IEC as a standard to conduct safety performance of electrical products The test, and finally its test results (including CB test report and CB test certificate) will be mutually recognized among IECEE member states. The main goal of the CB system is to promote international trade. Its means is to promote manufacturers to be closer to the ideal “one test, multiple applications” goal by promoting the harmonization of national and international standards and the cooperation of product certification agencies.

The IECEE CB system is the first truly international system for mutual recognition of safety test reports for electrical products. Multilateral agreements are formed between National Certification Bodies (NCBs) in various countries, and manufacturers can obtain national certifications of other member states of the CB system by virtue of a CB test certificate issued by an NCB.

The CB system is based on international IEC standards. If the national standards of some member states are not completely consistent with the IEC standards, the existence of national differences is also allowed, but they should be announced to other members. The CB system uses the CB test certificate to confirm that the product samples have successfully passed the appropriate tests and meet the relevant IEC requirements and the requirements of the relevant member states.

A CB report is a standardized report that lists the requirements of relevant IEC standards in a list-by-list form. The report provides the results of all required tests, measurements, verifications, inspections and evaluations, which should be clear and unambiguous. The report also contains photos, circuit diagrams, pictures, and product descriptions. According to the rules of the CB system, the CB test certificate is only valid when provided with the CB test report.

  1. How to apply for CB certificate?

  2. Fill in the CB test certificate application in English (typed).

  3. The English name of the China Electrotechnical Product Certification Commission should be filled in between the four small black dots on the top right of the application homepage.

4. If the applicant is the same unit as the manufacturer, fill in the same name and address in the fields.

  5. The applicant can be either a manufacturer or an entity authorized to represent the manufacturer.

If the applicant / manufacturer / factory in a country that is not an IECEE member institution needs to pay an additional fee of 150 Swiss francs for each CB test certificate to compensate the operating costs of the system. This fee is charged by the NCB that accepts the CB test certificate application and will be credited to the IECEE account.

  8. The applicant may require the NCB to test the product according to the national differences in the country where the product is sold.

  9. Manufacturers to obtain product certification for the target market include the following procedures:

6.1 Application to the NCB of the target country;

6.2 CB test certificate;

6.3 CB test report (may include national differences);

6.4 Provide product samples to the target market when required by the NCB.

The purpose of the sample is to confirm that the product is consistent with the product originally tested by the NCB and has covered national differences.

V. Tips for double test detection

  1. CB certification does not require factory inspection

  2. When applying for CB certification, you need to inform the countries to be included in the report so that the corresponding national differences can be taken into account when testing.

  3. The CB certification only covers safety requirements. Even if the CB certification includes EU differences, if the product is also covered by other EU directives (such as electromagnetic compatibility EMC, machinery directive, etc.), its CB certification cannot indicate that it has been CE compliant. The requirements of the mark can only indicate that the product has complied with the requirements of the Low Voltage Directive (LVD) of the CE mark. The CE mark cannot be affixed to the product, and relevant electromagnetic compatibility EMC tests must be supplemented. The CE mark contains multiple directives, but when the product is only applicable to the Low Voltage Directive (LVD), the CB certification including EU differences proves that the CE mark requirements have been met, so companies can paste the CE mark on the product.
