An ambitious 100-point work plan for efficient governance was presented by the government on Saturday. The strategy for good governance in accordance with the Rastriya Swatantra Party’s program was agreed at the first Cabinet meeting of the Balendra Shah administration on Friday. The priorities identified under 12 themes include public service delivery, digital governance, good governance, investment, revenue reform, health, education, agriculture, and social security, in addition to administrative reform, restructuring, and austerity.

One of the most important choices is to form a committee within 15 days to look into the assets and properties of high-ranking government officials and senior political officeholders who held public posts following the second people’s movement to date in the first phase. The Prime Minister’s Office and the Council of Ministers will oversee the committee, which consists of professionals in the fields of law, finance, revenue, and research. In order to carry out the party’s manifesto, 100-day, half-yearly, and annual action plans will be created after an economic status report is completed in five days, according to the finance minister. He said that through new laws and legislative reforms, the government will concentrate on boosting private sector confidence, facilitating large-scale economic projects, and eliminating procedural obstacles. According to Swarnim Wagle, Finance Minster of Nepal systemic change and the elimination of discretionary powers would be used to address economic concerns comprehensively. Implementing the Public Expenditure Review Commission’s recommendations, increasing domestic production, generating employment, and drafting a revolutionary budget are among the top priorities.

According to the document released on Saturday, each ministry would create and carry out a work plan for its seven major areas under this framework, outlining important tasks, deadlines, accountable officials, and performance indicators. In compliance with established standards and procedures, progress on these activities will be presented to the Prime Minister’s Office for review, appraisal, and periodic reporting. Additionally, a “National Commitment” will be produced by synthesizing implementable initiatives across all political parties, parliamentary groupings, and stakeholders, based on the ideals of Nepal’s constitution, the strengthening of the democratic system, and the people’s mandate.

Following an official notification from the Property Laundering Investigation Department, the Central Investigation Bureau (CIB) of Nepal Police has started looking into the properties of former Prime Ministers Sher Bahadur Deuba, KP Sharma Oli, and Pushpa Kamal Dahal. The action is a major step in continuing investigations into purported irregularities. The arrest of Congressman Deepak Khadka in a linked asset laundering case has accelerated the probe. As part of a larger investigation into possible illicit wealth buildup, authorities are examining financial transactions, property records, and previous events.

The administration has chosen to cut the number of federal ministries to 17 within 30 days in order to address administrative inefficiencies brought on by an overabundance of ministries. The government claims that while reorganizing the ministries, it will make sure that the administration of current departments doesn’t interfere with regular administrative tasks or service delivery. The government will create a “Transition Roadmap” to help with staff management, budgetary allocation, and operational continuity. To supervise and coordinate the restructuring process, the Office of the Prime Minister and Council of Ministers will establish a “Restructuring and Management Secretariat.” In order to reduce duplication, delays, and needless procedures that impede and inefficiently provide public services, the work plan also asks for reforms across civil service agencies. Multi-level approval systems will be reduced to three layers, and superfluous procedures will be eliminated. The government claims that Business Process Re-engineering (BPR) will simplify, speed up, and improve the entire service delivery system. Within 30 days, the necessary operational processes, monitoring systems, and standards will be created or updated. Draft legislation will be created in the same amount of time if changes to the law are necessary. The government has announced the elimination of all party-affiliated trade unions within government agencies as part of a major administrative reform initiative to remove political influence from public administration. According to the instruction, direct or indirect affiliation with political parties, organizations, or interest centers would no longer be permitted for government servants, educators, professors, and other employees holding national service posts. In compliance with current legislation, any infraction will result in severe departmental action.

Additionally, the government has decided to outlaw student organizations at colleges and universities that are affiliated with political parties. The current student political organizations will be replaced within ninety days by a new organization known as the Student Council or Voice of Students. In order to guarantee safe transportation, the government intends to implement free “Blue Bus” services for women in each of the seven provinces. The 20-page policy paper states that within the first 100 days, at least 25 buses will be put into service. The Federal Civil Service Bill will be drafted within 45 days, according to the government roadmap. In the field of education, the government has promised to make sure that universities release the results of undergraduate and graduate exams in line with a specified academic schedule established by the Ministry of Education, Science, and Technology. Additionally, universities will be directed to set up policies right away that let students to continue their education up to the bachelor’s degree without needing citizenship credentials. Internal exams for children up to Grade 5 will be removed starting with the next school year. Alternative evaluation methods will be implemented, according to the government, to prevent needless psychological strain on kids. A number of additional recommendations for government agency reform and increased administrative effectiveness are also included in the work plan. The administration will firmly implement the mandate that 10% of beds in both public and private hospitals be provided at no cost. This will provide access for those who are impoverished, defenseless, and abandoned.
