Technology provides citizens with the tools and resources they need to develop a range of essential skills such as problem-solving, critical thinking, and collaboration. It also provides them with exposure to a variety of digital tools and platforms, helping them to become confident and proficient users. Since the 21st century, digital technologies represented by artificial intelligence, block chain, cloud computing, big data have flourished, accelerated penetration into various fields, promoted deep integration and innovation of industries, and globalization has entered the era of digital economy. The digital wave has set off a global scientific and technological revolution, it is quietly promoting the change of industrial structure. It is very visible that digital technologies will profoundly change competitive advantages of various countries and reconstruct the world economic pattern.

It is very laudable that Bosun Tijani, the minister in charge of Nigeria’s communications, innovation, and digital economy, has decided to move in this direction and invest into this new global phenomenal, he has explained how he plans to meet the ministry’s four-year objective of educating 3 million technical talents. Speaking on Wednesday, October 11, 2023 during a fireside talk at Moonshot by TechCabal In its 31-page policy statement, the ministry has a unique mechanism to guide implementation of the plan. According to Minister Bosun Tijani “We are using a 1–10–100-model. We are starting with 1% of our 3 million target and that will be for the first three months. And that 1% is going to be 30,000 people.
