ECE 22.06 Changed Helmet Testing Forever — Is Your Test Rig Ready?

In 2023, a regulatory change swept through 54 countries simultaneously.

ECE 22.06 — the United Nations motorcycle helmet standard — came into force. And it didn’t just raise the bar. It changed the type of test entirely.

The old standard (ECE 22.05) measured linear impact: drop a helmet, measure peak g-force. Straightforward. Every test rig built in the last 30 years could do it.

ECE 22.06 added rotational motion testing. Oblique impacts. The kind that impart rotational acceleration to the brain — the primary mechanism behind diffuse axonal injury and concussion in real-world crashes.

If your test rig can’t measure rotational kinematics, it cannot certify a helmet to ECE 22.06. Full stop.

Here’s what that means for the industry.

What ECE 22.06 Actually Tests

The standard requires impact tests at multiple points on the helmet — including points not tested under ECE 22.05. The oblique impact test uses an angled anvil surface to produce both linear and rotational head motion simultaneously.

Pass/fail criteria: Peak linear acceleration 275g maximum. Head Injury Criterion (HIC) 2400 maximum. Rotational acceleration and velocity thresholds (new in 22.06).

The HIC calculation is technically demanding. It requires integrating the acceleration-time curve over every possible sub-interval up to 36ms to find the maximum value. This needs high-speed data acquisition (20,000+ samples/second) and automated signal processing per SAE J211 CFC 1000 filter specifications.

The Global Reach

ECE 22.06 applies in all 54 ECE signatory countries — every EU member state, the UK, most of the Middle East, and many Asian markets. That is the majority of the global motorcycle helmet market outside North America.

For comparison: DOT FMVSS 218 (USA mandatory) uses linear impact only. SNELL M2020 (USA voluntary, highest standard) has stricter thresholds used for racing helmets. AS/NZS 1698 (Australia/NZ) uses a similar linear approach.

The manufacturers who export globally must now certify to ECE 22.06. Their test laboratories must be equipped accordingly.

Beyond Motorcycle Helmets

Industrial safety helmets: EN 397 (Europe) and ANSI Z89.1 (USA) govern hard hats for construction, oil and gas, and manufacturing. GCC countries align with EN 397 — Saudi SASO and UAE ESMA both reference it for PPE certification.

Military and defence helmets: MIL-DTL-44099 covers US Army Combat Helmets (ACH/ECH). NATO countries reference STANAG 2920. All require test documentation meeting AQAP-2110 quality assurance standards.

Bicycle and firefighter helmets: EN 1078 (bicycle/skateboard) and EN 443 (firefighter) each specify their own impact velocities, anvil configurations, and pass/fail criteria. One well-configured test rig can cover all of these.

What a Modern Test Rig Needs

  1. Guided drop assembly — precision-aligned rails, defined drop heights for each standard’s velocity requirements.

  2. Instrumented headforms — multiple sizes (A, E, J, M, O per ECE 22.06), triaxial accelerometers at centre of gravity, angular rate sensors for rotational testing.

  3. Anvil types — flat, hemispherical, kerbstone, oblique; quick-change mounting.

  4. High-speed data acquisition — minimum 20 kHz sampling, SAE J211 CFC 1000 anti-aliasing filter.

  5. Automated HIC and peak-g calculation with real-time pass/fail reporting.

  6. Environmental conditioning — temperature and humidity chambers required before testing per ECE 22.06 and EN 397.

  7. Calibration traceability — UKAS/DAkkS/A2LA accredited calibration.
