The current crisis is a prime example of making decisions under uncertainty. Focusing on a pre-defined goal is the wrong approach in this situation because then one is focused only on one path to the outcome. That is often an approach taken by extroverts. It would be interesting to see why they more adhere to such behavior.

The more successful approach is adapting to the changing situation and receiving more and more information that is influencing not only an outcome, not necessarily the original desired one but the path to a feasible result. The concept of data-driven planning matches well with this. And it seems that introverts are naturally preferring such an approach.

I also would not call it a ‘“questions first” philosophy.’ I would call it a “listen first” philosophy.

First, one can collect important information that is needed in situations of high uncertainty for decision making, and second, one becomes aware of the needs of the others and can address them suitably. The latter then leads in the purposeful speaking.

But finally, most important is that a person knows itself and if she/he is an introvert or an extrovert and can balance that as needed in such a situation.
