How to Compare PCB Assembly Quotes from China: A U.S. Buyer’s Checklist

Normalize components, setup, testing, yield, freight, duties, and ownership before choosing the lowest unit price.

Two PCB assembly quotes can show very different unit prices and still describe different jobs.

A quote at $14 per board is not automatically cheaper than one at $19. The first may exclude setup, programming, functional testing, excess components, freight, or rework. The second may include several of those items. Until the scope is normalized, the unit prices are not comparable.

For a U.S. hardware team buying prototype or low-volume PCBA from China, the useful question is not:

Which supplier has the lowest unit price?

It is:

Which supplier has the lowest credible cost for delivering boards that meet the same release requirements?

This checklist explains how to answer that question without pretending that every project has the same duty rate, yield risk, or test requirement.

Start With a Comparable Scope

Before requesting quotes, send every supplier the same controlled manufacturing package. At minimum, it should contain:

  • Gerber or ODB++ fabrication data
  • A BOM with manufacturer part numbers and approved alternates
  • Centroid or component placement data
  • Assembly drawings and polarity notes
  • Quantity and expected follow-on volume
  • Programming instructions and firmware version
  • Inspection and test requirements
  • Packaging and delivery destination
  • A clear revision identifier across every file

If one supplier receives a mature package and another receives an incomplete BOM, their prices are measuring different levels of uncertainty.

The goal is not merely to collect three numbers. It is to make three suppliers price the same release.

Use a Delivered-Cost Model, Not a Unit-Price Model

A practical comparison starts with this structure:

Delivered decision cost = PCB fabrication + components + assembly + NRE/setup + programming/testing + expected rework + packaging/freight + import charges + schedule risk

Not every term can be predicted precisely before production. That is acceptable. The important step is to identify which terms are included, excluded, fixed, estimated, or still unowned.

1. Normalize Component Sourcing

Components often represent the largest share of a turnkey PCBA quote, but the total alone does not reveal what is being purchased.

For every critical BOM line, confirm:

  • Exact manufacturer and manufacturer part number
  • Authorized, franchised, broker, or local-market source
  • Date-code or traceability requirement
  • MOQ, reel quantity, and leftover-material ownership
  • Price-break quantity used in the calculation
  • Quote-validity period
  • Whether substitutes are allowed
  • Who must approve a substitute before purchase

A lower component total may result from a valid regional source, a different order quantity, an unapproved alternate, or a simple omission. Those cases have very different risk.

Do not ask only whether parts are “original.” Ask what evidence will be retained and what happens when the quoted source is no longer available.

2. Separate Recurring Cost From NRE and Setup

Prototype and low-volume builds carry one-time costs that do not scale evenly with quantity. These may include:

  • Stencil fabrication
  • Pick-and-place programming
  • First-article setup
  • Selective-solder or hand-solder tooling
  • Firmware programming setup
  • Functional-test fixture preparation
  • Engineering review
  • Special packaging

One supplier may place these costs in an NRE line. Another may spread them across the unit price. A third may omit them until the engineering review is complete.

Record each charge separately, then calculate the cost at the quantity you actually intend to buy. Do not compare a 20-piece prototype quote with a unit price based on a 1,000-piece forecast.

3. Define What “Assembly” Includes

The assembly line should state more than “SMT service.”

Confirm whether the quoted scope includes:

  • Single- or double-sided placement
  • Through-hole insertion and soldering
  • BGA, QFN, fine-pitch, or bottom-terminated devices
  • Hand-installed connectors, wires, shields, or mechanical parts
  • Cleaning requirements
  • Conformal coating or staking
  • Panel separation
  • Visual inspection, AOI, or X-ray

Complexity changes process time, inspection needs, and expected yield. The PCB assembly cost-driver framework explains why board quantity alone is a weak predictor of final price.

4. Price Programming and Testing as Production Operations

“Test included” is not a sufficient specification.

The quote should identify:

  • What is programmed
  • Which firmware revision is released
  • Whether keys, serial numbers, or MAC addresses are unique
  • What equipment or fixture is used
  • The test sequence and pass/fail limits
  • Whether results are stored by serial number
  • What evidence accompanies the shipment
  • Who investigates a failed unit

A power-on check, automated optical inspection, in-circuit test, and functional test solve different problems. They should not be treated as interchangeable line items.

If the product requires a custom fixture, separate fixture design, fixture fabrication, validation, and per-unit test time. That makes future revisions easier to control.

5. Assign Yield, Rework, and Shortage Ownership

Quotes frequently assume perfect material availability and a clean first pass. Production rarely behaves that neatly.

Ask each supplier:

  • Is the order quantity an input quantity or a guaranteed shipped quantity?
  • How many spare bare boards and components are required?
  • Who pays for assembly-caused defects?
  • Who pays when a customer-supplied part fails?
  • What approval is required before rework?
  • Will reworked serial numbers be identified?
  • What happens if a critical part becomes unavailable after payment?

These questions do not imply distrust. They prevent a commercial disagreement from becoming an engineering delay.

6. Compare Freight and Import Assumptions

For shipments to the United States, request the proposed Incoterm, shipping mode, package estimate, declared origin, and importer-of-record responsibility.

Do not assume that all populated circuit boards share one customs classification or one duty rate. Classification can depend on the function of the finished assembly and the equipment in which it will be used.

The U.S. Trade Representative’s Section 301 process starts with the product’s HTS subheading. The official USTR tariff search guidance tells importers to identify that subheading before checking whether an additional duty applies. The current tariff text should then be verified in the U.S. International Trade Commission HTS.

For an actual shipment, use the current official schedule and escalate uncertainty to a licensed customs broker. A supplier’s informal estimate is not a classification decision.

7. Put Revision and Approval Ownership in the Quote

A commercially complete quote should point to a technical baseline:

  • BOM revision
  • PCB fabrication revision
  • Placement-data revision
  • Firmware revision
  • Test-plan revision
  • Approved substitution list
  • Quote date and validity

It should also identify who may approve a deviation. A substitution discussed in chat should not silently become the production baseline.

An Illustrative 100-Board Comparison

The following numbers are deliberately simplified examples, not market benchmarks.

Supplier A

  • Quoted unit price: $14 × 100 = $1,400
  • Setup and stencil: $350
  • Programming: $150
  • Functional-test setup: $300
  • Freight estimate: $210
  • Total before import charges: $2,410

Supplier B

  • Quoted unit price: $19 × 100 = $1,900
  • Setup and stencil: included
  • Programming and functional test: included
  • Freight estimate: $240
  • Total before import charges: $2,140

Supplier B has the higher unit price but the lower comparable total in this example. That still does not make Supplier B the correct choice. You must confirm component sources, test evidence, yield responsibility, lead time, and import assumptions.

The point is the method: expose the scope before ranking the suppliers.

Five Questions to Close Before Issuing a Purchase Order

  1. Are all BOM lines priced, available, and tied to an approved source?
  2. Are setup, programming, inspection, testing, packaging, and freight explicitly included or excluded?
  3. Does the quote identify the exact revision being built?
  4. Is there a written owner for substitutions, failures, rework, and shortages?
  5. Can the supplier provide evidence that the shipped boards passed the agreed acceptance criteria?

If any answer is unclear, the quote is not ready to become a purchase order.

The Best Quote Is the Most Complete Credible Commitment

Price matters. Prototype and low-volume teams cannot ignore it. But the useful price is the cost of receiving a controlled, testable build, not the smallest number in the unit-price column.

A strong supplier comparison makes assumptions visible, assigns decisions to named owners, and preserves the link between the commercial quote and the engineering release. That discipline reduces surprise charges, but more importantly, it reduces avoidable schedule loss.
