For more than a decade, U.S. officials and defense analysts have warned that China was making rapid progress in hypersonic weapons — missiles capable of traveling at more than five times the speed of sound while maneuvering unpredictably and defeating existing missile defenses. When Beijing successfully tested a hypersonic glide vehicle that orbited the globe before striking its target, many in Washington described the event as a “Sputnik moment.”
That framing misses the more troubling reality. China’s hypersonic breakthrough was not a sudden technological leap, nor the product of secret espionage alone. It was the foreseeable outcome of American institutional choices — choices that treated strategically sensitive research as a global public good, rewarded academic openness over national restraint, and prioritized bureaucratic incentives over national defense. In short, the United States did not simply lose the hypersonics race. It helped run it for China.
The Openness Doctrine
At the center of this failure lies a deeply entrenched assumption within the American research establishment: that “fundamental” scientific research should remain open, collaborative, and largely unrestricted, regardless of the geopolitical environment. This doctrine, embraced across federal agencies, national laboratories, and elite universities, holds that basic research is inherently benign and that downstream military applications can be managed later.
That assumption may have made sense in a unipolar world. It is dangerously obsolete in a strategic competition with a state that explicitly fuses civilian research with military objectives.
China’s military-civil fusion strategy is not a theory — it is formal policy. Research conducted in civilian universities and laboratories is systematically directed into the People’s Liberation Army’s defense ecosystem. Within China’s military-civil fusion system, the distinction between “civilian” and “military” research effectively disappears. Yet American institutions have continued to treat academic openness as an intrinsic virtue, even when it carries clear strategic risks.
National Labs and Strategic Myopia
The Department of Energy’s national laboratories — crown jewels of American scientific capability — have played a central role in hypersonics research. Many operate under a Government-Owned, Contractor-Operated (GOCO) model designed to encourage innovation, academic collaboration, and scientific prestige.
That model delivered decades of scientific breakthroughs. It also normalized foreign participation in research that directly enables military capabilities.
Argonne National Laboratory, for example, has aggressively marketed its hypersonics expertise to the Defense Department, and its work on propulsion, computational fluid dynamics, and materials has informed hypersonic programs across the armed services. These technical foundations are precisely what China leveraged — not in secret, but through legal research partnerships and open scientific exchange.
In December 2025, the House Select Committee on the Chinese Communist Party and the House Permanent Select Committee on Intelligence released an investigative report revealing that the Department of Energy “allowed research collaborations that were exploited by China,” including partnerships with entities tied to China’s defense research and industrial base.
Researchers at DOE labs co-authored thousands of papers with Chinese organizations connected to military programs, including institutions listed by U.S. agencies as national-security concerns. These collaborations spanned technologies relevant to advanced aircraft, electronic warfare, radar systems, and dual-use scientific infrastructure.
Such findings should prompt a reckoning. When U.S. government scientists co-produce research with China’s military-linked institutions, the line between benign science and strategic vulnerability evaporates.
Researchers were rewarded for publishing, collaborating internationally, and recruiting foreign talent. Program managers were evaluated on output, not downstream strategic risk. Oversight mechanisms focused on compliance paperwork rather than geopolitical consequence. In that environment, warning signs were easy to rationalize away.
The labs did not “give” China hypersonic weapons designs. But they did produce openly accessible research on materials science, aerodynamics, propulsion, and thermal management — precisely the building blocks required for hypersonic systems. Chinese researchers, many affiliated with PLA-linked institutions, absorbed this work through joint research projects, conferences, visiting scholar programs, and open-source literature.
None of this was secret. It was legal, encouraged, and institutionally normalized. The problem was not a single collaboration. It was an institutional culture that rewarded openness while discounting strategic risk.
Talent Pipelines and Willful Blindness
Compounding the problem were China’s aggressive talent-recruitment programs, including initiatives explicitly designed to extract foreign research expertise. These programs targeted U.S. institutions not through espionage, but through contracts, grants, and prestige. According to the FBI, “Talent plan participants are offered multiple financial, personal, and professional benefits in exchange for their efforts.”
American responses were hesitant and inconsistent. Concerns about discrimination, academic freedom, and reputational risk routinely outweighed counterintelligence warnings. Efforts to scrutinize foreign participation were diluted, rebranded, or abandoned altogether.
The result was a permissive environment in which strategic competitors could lawfully acquire knowledge with clear military applications — often with U.S. taxpayer funding.
This was not a failure of intelligence. It was a failure of will.
Incentives Matter
Institutional behavior follows incentives. In the American research ecosystem, those incentives favor openness, funding continuity, and professional advancement. National security risk is abstract, long-term, and diffused across agencies — easy to acknowledge rhetorically and easier still to discount in practice.
No individual decision appears catastrophic in isolation. A conference invitation here, a joint paper there, a visiting researcher deemed “low risk.” Over time, those decisions aggregate into strategic vulnerability. This incentive structure rewards institutional complacency, discourages restraint, and allows national-security risk to be rationalized away by elite managers insulated from the consequences.
When warnings are raised, they are often framed as threats to innovation rather than as safeguards of sovereignty. The burden of proof falls on those urging caution, not those advocating openness. In a competition with a strategic adversary, that asymmetry is fatal.
The Myth of Neutral Science
Defenders of the status quo often argue that science itself is neutral — that responsibility lies in how discoveries are applied, not in whether they are shared. This is a comforting fiction.
Science does not exist in a vacuum. It exists within political systems, incentive structures, and strategic realities. When research predictably enables advanced weapons systems for an adversary, neutrality becomes a form of abdication.
The distinction collapses entirely when research labeled “fundamental” predictably and repeatedly enables military capabilities for a geopolitical adversary. At some point, failure to discriminate is itself a decision.
A Self-Inflicted Strategic Shock
China’s hypersonic success shocked Washington because it exposed the gap between American assumptions and geopolitical reality. U.S. institutions behaved as if scientific openness were cost-free. China treated that openness as a strategic opportunity.
This asymmetry is not sustainable.
The United States retains immense advantages in innovation, talent, and industrial capacity. But those advantages erode when governing institutions refuse to adapt to adversarial conditions — when ideology substitutes for strategy and process substitutes for judgment.
Strategic competition requires tradeoffs. It requires saying no — to certain collaborations, to certain exchanges, to certain assumptions inherited from a different era.
That reckoning has been deferred for too long.
The Path Forward
Correcting course does not require abandoning scientific leadership or retreating into isolation. It requires reasserting that strategic technologies are not global commons and that national laboratories exist to serve national interests.
That means aligning incentives with security outcomes, enforcing meaningful counterintelligence safeguards, and recognizing that not all openness is virtuous. It means empowering leaders willing to accept short-term friction to avoid long-term vulnerability.
Most of all, it requires intellectual honesty about how competitors exploit our systems — and the discipline to stop helping them do so.
Conclusion
China’s hypersonic breakthrough was not the result of superior innovation alone. It was the predictable outcome of American institutions that placed ideological commitments to openness, globalism, and academic prestige above national defense.
Until the United States reasserts that strategic technologies are not commodities — and that national laboratories exist to serve the American people, not the entire global scientific community — the next strategic shock will arrive exactly the same way: quietly, legally, and with our own assistance.
