For an organization as large as Telkom, it was a structural barrier to clarity and speed. TELIS was conceived as the answer to the need for a Legal Intelligence platform that could unify everything, not only making policies easy to access but enabling employees across all units to finally understand, explore, and apply them confidently.

From the beginning, the TELIS team followed a design philosophy that focused on substance rather than decoration. The interface was intentionally made to feel corporate, clean, and minimal because the information inside it is already complex and detailed. According to Thowaf Fuad Hasan, the UI designer behind TELIS, adding too many visual elements would only make legal content harder to absorb. The team aimed to hold three principles: clarity, speed, and assurance as practical guides that shaped how the platform looks and behaves for its users.

The focus on clarity became even more important when the team added AI into TELIS that’s designed to behave like a careful legal analyst.

Its personality was shaped to be factual, objective, and firmly grounded in the documents stored inside Telkom. Every answer it gives must be supported by the internal policy library, and the interface reinforces this by always showing the source and encouraging users to clarify their questions when needed. It follows strict limits that stop it from inventing information or offering personal opinions.

TELIS becomes smarter now with its newly improved function, as it was built to support the entire journey of policy development, starting from early brainstorming sessions all the way to drafting, reviewing, approving, publishing, and evaluating each regulation. This wider purpose shaped the foundation of the platform. TELIS includes conversational access because many employees do not always know which regulation applies to the problem they are dealing with. Most people only know the situation they are facing, not the title of the rule behind it. Instead of expecting users to search through many documents, TELIS allows them to ask a question directly and receive quick answers that are backed by the correct policy. This approach helps non-legal users understand regulations without stress. It turns the experience of looking for rules from a difficult search into a smooth, guided conversation.

Another important achievement of TELIS is how it manages to keep strong security without interrupting the flow of the experience. Features such as Single Sign On, multifactor authentication, and role-based access are essential, yet in many systems they often feel heavy and slow. These protections work quietly in the background so employees can focus on their tasks while the platform keeps sensitive information under control. Private documents are marked with clearer visual chips so users immediately understand which files are restricted. Watermarks appear on documents to confirm authenticity, and small disclaimers help remind users about the legal nature of the content.

Speed in TELIS is not only about technical performance but also about the feeling of moving quickly and naturally. The interface guides users through the AI experience using familiar and helpful “popular prompts” that show how to ask clear and effective questions. Movement inside the platform is also made simple and purposeful. There are light hover effects when browsing suggestions, small celebratory animations when a new feature appears, and gentle interactions that give the platform a sense of life without distracting from the main work. The team learned from global AI platforms to understand common user habits and then shaped TELIS to match those expectations. Every feature was tested closely with the Legal and Compliance team to make sure each workflow felt easier, clearer, and faster than the old manual process.

Building trust became one of the most important goals for TELIS. During early testing sessions, users felt noticeably more confident when they saw that the AI showed the exact source of each answer. When a question was unclear, the AI asked for more details instead of giving an unsafe guess. This behavior showed users that TELIS was careful and responsible.

The growth of TELIS has always been shaped by close collaboration with the Legal and Compliance division. The design team spent long workshops exploring how regulations are actually made, step by step, from the first outline to the final review. These insights guided choices about layout, flow, and what features needed to come first. Frequent visits to the Legal and Compliance office helped the designers refine details that only experienced practitioners would notice. One of the most challenging tasks has been turning complex legal terms into interactions that feel simple for users while still protecting the original meaning. TELIS was designed with a modular structure so the team can continue updating, adjusting, and improving the platform based on ongoing feedback.

Today, TELIS stands as an example of how thoughtful design can make complex work feel manageable. It brings security into the experience without slowing people down. It uses AI to help users understand information quickly but remains committed to accuracy. It creates a sense of speed not only through fast responses but also through a clean and guiding interface. TELIS has grown into a system where employees can explore reliable information, understand the rules that shape their roles, and make decisions with confidence.
