Mechanization Made Simple — Lessons from the Green Tractor Program

Mechanization is essential for improving farm productivity, reducing labor bottlenecks, and enabling timely cultivation. Yet subsidy programs for tractors have historically been plagued by opacity, inefficiency, and elite capture. Punjab’s Green Tractor Program sought to address these challenges through end-to-end digitization.

The program created an integrated workflow connecting multiple stakeholders in real time:

• Farmers submitted applications digitally, ensuring transparent entry into the system.
• Excise Department processed and collected registration fees electronically.
• Partner banks transferred subsidies directly to farmers and the remaining balance to manufacturers.
• Manufacturers and dealers updated the system with production and delivery status, ensuring accountability at every stage.
• Field staff inspected tractors before final handover, recording inspection results digitally.

By linking government departments, banks, and private manufacturers through a common platform, the Green Tractor Program minimized the risk of diversion or favoritism. Farmers received clear updates, and the government maintained oversight throughout the subsidy lifecycle.

The program demonstrated three key lessons for digital agriculture:

1. Interoperability matters — connecting finance, regulation, and manufacturing systems ensures smooth delivery.
2. End-to-end visibility is critical — digital workflows prevent leakage by leaving no “offline gaps.”
3. Farmer trust grows when processes are transparent — from application to delivery, every step was traceable.

Mechanization programs in many developing economies face similar challenges. Punjab’s experience illustrates how digital platforms can transform a complex, multi-stakeholder process into a streamlined and farmer-friendly system.
