A global company operating in Serbia decided to apply the same payroll practices used across all its markets. From a business perspective, it made sense — consistency, standardization, and centralized control.

As their payroll provider, we advised that certain aspects of the payroll setup were not fully aligned with Serbian labor and payroll regulations. We provided clear recommendations on how the payroll process should be adjusted to comply with local legislation.

However, the decision was made to continue with the existing global approach.

Some time later, employees became aware that their payroll calculations had not been performed entirely in accordance with Serbian regulations. What initially appeared to be an operational decision evolved into a much more complex issue involving employee trust, legal exposure, and financial consequences.

As the situation escalated, there were attempts to shift responsibility to the payroll provider. Fortunately, all of our recommendations and compliance concerns had been documented through written communication, clearly demonstrating that the potential risks had been identified and appropriate guidance had been provided from the outset.

The matter was ultimately resolved through out-of-court settlements, and employees received the compensation they were entitled to.

The lesson?

Global consistency is important. Local compliance is essential.

And one more thing:

In payroll, if it isn’t documented, it didn’t happen.

Expert advice only creates value when it is heard, but proper documentation protects everyone involved.

Payroll is never just about processing salaries. It is about understanding local legislation, protecting employee trust, and minimizing business risk.

Standardize where possible. Localize where necessary. Document every critical decision.
