The Gold Dinar, and the Oil Fields That Followed — Who Got What?

Last time, we separated what can be confirmed about Libya’s welfare policies from what has become difficult to verify.

Today, we move to a more answerable question.

After that leader was removed, who got what?

The Gold Dinar Proposal

In 2009, as chairman of the African Union, Gaddafi proposed something to the nations of Africa: the creation of a single gold-backed currency, the gold dinar, through which Africa’s oil trade would be conducted — not in dollars, but in this new currency.

A letter contained in Hillary Clinton’s released emails states that Libya had accumulated 143 tons of gold intended for the creation of a pan-African currency, and that French intelligence services had discovered this plan, which influenced President Sarkozy’s decision to move toward military action against Libya.

In 2011, a NATO-led military intervention brought down the Gaddafi government. Gaddafi was captured and killed.

Promises Made While the War Was Still Underway

Here is the fact most worth confirming today.

US diplomatic cables released by WikiLeaks record that in 2011, while civil war was still raging, executives from American oil companies including ConocoPhillips met with representatives of the rebel-aligned National Transitional Council based in Benghazi.

According to reporting on these cables, the oil executives received assurances from the rebel side that all contracts previously negotiated with the Gaddafi government would be honored.

In other words, while the fighting was still ongoing, agreements about who would control oil operations afterward were already being made.

2008, Negotiations That Had Already Begun

A further cable documents events from 2008 — three years before the civil war began.

The Libyan government had warned an ExxonMobil executive that it could “significantly curtail” oil production in retaliation after the US Congress passed legislation making it easier for families of Lockerbie bombing victims to target Libyan commercial assets in court.

The cable indicates that the major oil companies were not merely seeking to preserve their existing contracts, but were looking to renegotiate them on considerably more favorable terms than they had under Gaddafi.

Another Cable — Eni, Gazprom, and a Disputed Oil Field

A further cable is worth noting.

In 2008, American diplomats urged the State and Treasury Departments to pressure the Italian government over a deal in which Italy’s Eni was planning to transfer part of its stake in Libya’s lucrative “Elephant” oil field to Russia’s Gazprom, in exchange for Gazprom’s cooperation on a pipeline crossing the Black Sea.

The cable stated: “Post would like to push the new Berlusconi government to force Eni to act less as a stalking horse for Gazprom interests.”

In other words, these cables reveal that fierce competition over Libya’s oil resources — among the United States, Europe, and Russia — existed well before the military intervention ever began.

An Analogy — Three Fishermen and One Lake

Let’s lay out this structure as an analogy.

There is a large lake. Fishing rights to that lake were managed exclusively by one fisherman — Gaddafi. He sharply restricted other fishermen from entering, and decided the catch quotas himself.

Three other fishermen living around the lake — call them the United States, Europe, and Russia — each wanted access to it.

One day, the fisherman managing the lake disappeared.

The three other fishermen had already begun discussing who would inherit control of the lake. Before he had actually disappeared.

Is this a conspiracy, or simply prudent foresight? TENMEI cannot say with certainty. But as a matter of record, preserved in diplomatic cables, this advance discussion genuinely took place.

And, More Than a Decade Later

What actually happened, more than a decade after Gaddafi’s fall?

On February 11, 2026, Libya’s National Oil Corporation announced the results of its first licensing round since 2007 — when the previous round was held under Gaddafi himself. That means the gap was 17 to 19 years, not a gap that began with Gaddafi’s fall.

Of the 20 blocks offered, valid bids were received for only five. The winners were a consortium of Eni and QatarEnergy, a consortium of Repsol, Turkish Petroleum and MOL, Chevron, Nigeria’s Aiteo, and Hungary’s MOL. ExxonMobil, BP, Shell, and TotalEnergies had qualified to participate but did not win blocks in this round.

Analysts described the response as smaller than expected. Lingering uncertainty over Libya’s political dysfunction and insecurity in the areas around the blocks on offer were cited as likely factors. In other words, the major oil companies have not flooded back. More accurately, they are returning cautiously, partially, and selectively.

At the same time, TotalEnergies and ConocoPhillips signed a 25-year development agreement committing up to $20 billion — significant capital commitment that is now underway regardless of the limited auction response.

Under Gaddafi, Libya’s oil industry was centrally controlled through the state oil company, with strict limits on foreign company access. After his fall, that centralized control collapsed, and the oil sector fragmented among competing armed factions and rival governing bodies. Multiple international analyses have described the resulting situation as “corporate oil wars” — a structure in which state-backed multinational oil companies compete for access to oil assets, partly through covert financing of armed groups.

After the “Humanitarian Intervention”

The 2011 military intervention was explained to the international community as a humanitarian intervention.

What happened to Libya afterward? State functions collapsed, and the country fell into prolonged conflict among competing armed factions. According to a World Bank report, Libya’s per capita GDP in 2021 stood at roughly half its pre-conflict 2010 level.

Whether this was an intended outcome or an unintended one, TENMEI cannot assert with certainty.

But one thing can be said clearly. After a leader who had placed oil resources under state control, sharply restricted foreign capital access, and pursued a currency project independent of the dollar was removed — the world’s major oil companies are returning to that country’s resources, cautiously and selectively, but unmistakably. This sequence of facts cannot be denied.

Saddam and Iran — A Further Note

A few similar patterns are worth placing alongside these.

Iraq’s Saddam Hussein announced in 2000 that Iraq would switch its oil trade from dollars to euros. In 2003, Iraq was invaded. Hussein was executed.

Iran began exploring distance from the dollar from the 2000s onward. What followed was a long period of sanctions and international pressure conducted in the context of its nuclear program.

TENMEI cannot assert with certainty that these events are causally connected.

But the observation that leaders who attempted to challenge the dollar-centered international financial system faced, without exception, enormous pressure — that pattern can be placed on the table.

Recall the story of Jekyll Island examined earlier in this series. It is a perfectly rational act for those who control the headwaters of a monetary system designed in 1910 to be wary of anyone who challenges that source.

What Remains Unseen

Across this series, we have now examined two national stories — Russia and Libya.

Whether Putin is a good leader or a bad one — that judgment belongs to the reader. Whether Gaddafi was a hero or a dictator — that, too, is for the reader to decide.

What TENMEI wants to place here is a more answerable question.

After that leader was removed or weakened, who got what?

How much coverage did the individuals who acquired twelve Russian resource companies for a combined $800 million “loan” receive? How much coverage did the diplomatic cables showing corporate competition over Libya’s oil — existing well before the military intervention — receive?

As this series has established, media shapes our view of the world not only through what it reports, but through what it chooses not to report.

Here, one further question is worth placing.

Who are the shareholders of that media? Who pays the advertising fees and provides the funding? As this series has traced, the direction of university research is shaped by foundation money. Media operates within the same question. The companies seeking access to Libya’s oil resources, and the funders behind the media that covered the intervention — placing those two sets of names side by side is itself a question. TENMEI does not have the evidence to assert an answer. But holding the question is something anyone can do.

When the image of “the evil dictator” is constructed first, and the facts that don’t fit that image are quietly trimmed away — that is not reporting. That is the construction of a narrative.

Why. Who. For whose benefit.

These three questions deserve to be directed equally at war coverage and at the judgment of leaders.

今日は、もっと答えやすい問いに進みます。

その指導者が排除された後、誰が、何を、手に入れたのか。

ゴールドディナールという提案

2009年、アフリカ連合の議長だったカダフィは、アフリカ各国に対してある提案をしました。

金を裏付けとする単一通貨「ゴールドディナール」を創設し、アフリカの石油取引をドルではなくこの通貨で行う — — というものでした。

ヒラリー・クリントンの公開メールに含まれる書簡には、こう記されています。「リビアが143トンの金を蓄積しており、汎アフリカ通貨の創設に使う計画があった」「フランスの情報機関がこの計画を発見し、それがサルコジ大統領のリビア攻撃決断に影響を与えた」と。

2011年、NATO主導の軍事介入によりカダフィ政権は崩壊しました。カダフィは拘束された後、殺害されました。

内戦の最中に交わされていた約束

ここからが、今日いちばん確認しておきたい事実です。

WikiLeaksが公開した米国の外交公電には、こう記されています。2011年、リビアの内戦が続く最中、コノコフィリップスをはじめとする米国の石油会社の幹部たちが、ベンガジを拠点とする反体制派組織「国民評議会」の代表団と接触していました。

米国の石油会社幹部たちは、これまでカダフィ政権と結んできた契約がすべて「尊重される」という保証を、反体制派側から受け取ったと報じられています。

つまり、戦闘がまだ続いている最中に、すでに「次に石油を誰が扱うか」についての約束が、交わされていたのです。

2008年、すでに始まっていた駆け引き

さらに別の公電は、2008年 — — 内戦が始まる3年前 — — の出来事を記録しています。

リビア政府が、エクソンモービルの幹部に対し、米国議会がロッカビー事件の被害者家族にリビアの商業資産を差し押さえやすくする法律を通過させたことへの「報復」として、石油生産を「大幅に削減する可能性がある」と警告した、という内容です。

この公電は、石油会社が単に既存の契約を守ろうとしていただけでなく、カダフィ政権下では得られなかった、より有利な条件への契約の書き換えを目指していたことも示しています。

エニとガスプロムを巡る、もう一つの公電

もう一つ、興味深い公電があります。

2008年、米国の外交官は国務省と財務省に対し、イタリア政府に圧力をかけるよう要請していました。

イタリアの石油会社エニが、ロシアのガスプロムと黒海を横断するパイプライン建設で協力する見返りに、リビアの有力な油田「エレファント」の権益の一部をガスプロムに譲渡する計画を進めていたためです。

この公電にはこう書かれています。「ガスプロムの利益のための隠れ蓑として行動するエニに対し、新しいベルルスコーニ政権により強く働きかけ、その行動をやめさせるべきだ」。

つまり、リビアの石油資源を巡って、米国・欧州・ロシアの間で、軍事介入の前から、すでに激しい競争が存在していたことが、この公電群から見えてきます。

たとえ話 — — 三人の漁師と、一つの湖

この構造を、たとえ話で整理してみましょう。

大きな湖があります。その湖の漁業権は、一人の漁師(カダフィ)が独占的に管理していました。彼は他の漁師たちが湖に入ることを厳しく制限し、漁獲量も自分で決めていました。

湖の周りに住む、他の三人の漁師(米国・欧州・ロシア)は、それぞれこの湖に入りたいと考えていました。

ある日、湖を管理する漁師は、何者かによって命を奪われました。その背後に誰がいたのか — — 真相は今も明らかではありません。

しかし外交公電という公開された記録が示しているのは、この漁師がまだ生きていた最中に、他の三人の漁師たちがすでに「次に湖の権利を誰が持つか」について、反体制派の代表団と話し合いを始めていたという事実です。

この「事前の話し合い」をしていたのは、米国側の石油会社幹部と、リビアの反体制派組織でした。その話し合いの中で「現在の契約はすべて尊重される」という約束が交わされていた — — それが公電に残された事実です。

そして、2026年

実際に2011年のカダフィ政権崩壊から15年近くを経て、何が起きたか。

2026年2月11日、リビア国営石油会社(NOC(リビア国営石油会社)は17年ぶりとなる探査入札の結果を発表しました。前回の入札は2007年、カダフィ政権下で実施されたものです。

提示された20鉱区のうち、有効な入札が集まったのは5鉱区のみでした。落札したのはエニ・カタールエナジー連合、レプソル・トルコ石油・MOL(ハンガリーの国際石油会社)連合、シェブロン、ナイジェリアのアイテオです。

専門家は「予想より反応が小さかった」と評しており、リビアの政治的機能不全と治安リスクが要因だと分析しています。

つまり、世界の石油メジャーが「殺到した」わけではありません。正確に言えば、慎重に、部分的に、戻り始めています。政治的な機能不全と根強い治安リスクを抱えながらも、NOCはこれを「国際投資家との最も意味ある再関与」と位置づけています。

その一方で、2026年1月、トタルエナジーズとシェブロンが25年間で最大200億ドルを投じる25年間の開発契約に署名しており、大規模な資本の関与が始まっていることも事実です。

カダフィ政権下では、リビアの石油産業は国営石油会社が一元的に管理し、外国企業の参入には強い制約がありました。政権崩壊後、その一元管理は失われ、石油産業は複数の武装勢力・対立する政府機関の間で分断されました。複数の国際的な分析では、この状況は「企業石油戦争」と呼ばれ、国家を後ろ盾とする多国籍石油企業が、武装勢力への裏側での資金提供を通じて石油資産へのアクセスを争う、という構造として描かれています。

「人道的介入」の後で

2011年の軍事介入は、「人道的介入」として国際社会に説明されました。

その後のリビアはどうなったか。国家機能が失われ、複数の武装勢力が割拠する内戦状態が続きました。世界銀行の報告書によれば、2021年のリビアの一人当たりGDPは、内戦前の2010年の水準のおよそ半分にまで落ち込んでいました。

これが意図された結果だったのか、意図しなかった結果だったのか — — 天明には断言できません。

しかし、はっきりと言えることが一つあります。

石油資源を国家の管理下に置き、外国資本の参入を厳しく制限し、ドルに依存しない通貨構想を進めていた指導者が排除された後、世界の石油メジャーが慎重に、しかし確実に、その国の資源へと戻り始めている — — この事実の連なりは、否定できません。

サダムとイランという補足

類似のパターンをもう少し並べておきます。

イラクのサダム・フセインは2000年、石油取引通貨をドルからユーロに切り替えると宣言しました。2003年、イラクは侵攻を受けました。フセインは処刑されました。

イランは2000年代以降、ドル離れを模索し始めました。その後、長期にわたる制裁と「核問題」という文脈での国際的な圧力が続いています。

これらの因果関係を「確実だ」と断言することは、天明にはできません。

しかし「ドルを基軸とする国際金融システムに挑戦しようとした指導者が、例外なく大きな圧力を受けた」という事実の連鎖は、観察として置くことができます。

以前このシリーズで見たジキル島の話を思い出してください。1910年に設計された「お金の仕組み」の水源を押さえた者が、その水源への挑戦者を警戒するのは、ごく合理的な行動です。

見えていない側面

このシリーズで、ロシアとリビア、二つの国の物語を見てきました。

プーチンが良い指導者か悪い指導者か — — その判断は読者に委ねます。カダフィが英雄か独裁者か — — それも読者が決めることです。

天明が置きたいのは、もっと答えやすい問いです。

その指導者が排除された、あるいは弱体化された後、誰が、何を、手に入れたのか。

ロシアで12社の資源企業を8億ドルの「融資」と引き換えに手に入れた人たちのことは、どれほど報じられたでしょうか。リビアの石油資源を巡る企業間の競争が、軍事介入の前からすでに存在していたという外交公電のことは、どれほど報じられたでしょうか。

このシリーズで見てきた通り、メディアは「何を報じるか」と同時に「何を報じないか」によって、私たちの世界観を形成します。

ここで一つ、問いを加えておきます。

そのメディアの株主は誰でしょうか。メディアに広告費を払い、資金を提供しているのは誰でしょうか。このシリーズで見てきた通り、大学の研究も財団の資金によって方向が決まります。メディアも同じ問いの外にはいません。

リビアの石油資源へのアクセスを求めていた企業群と、それを報じるメディアの資金提供者の顔ぶれを重ねてみること — — それ自体が一つの問いになります。天明には断言する材料がありません。しかし「問いを持つ」ことは、誰でもできます。

「悪の独裁者」という像が先に作られ、その像に合わない事実が削られていくとき — — それは報道ではなく、物語の構築です。

「なぜ?」「誰が?」「誰のために?」

この三つの問いは、戦争の報道にも、指導者の評価にも、等しく向けられるべきものです。
