The $10M Question Nobody Asks Before the data. Before the model. Before the dashboard.

There’s one question that determines whether your AI investment creates value or just creates noise:

“What decision are we actually trying to make?”

It sounds obvious. It almost never gets answered clearly.

I’ve sat in rooms where teams spent months building models, sophisticated, technically sound, genuinely impressive.

Only to realize at the end that no one had agreed on what the output was supposed to decide.

Not inform. Not suggest. Decide.

In the Decision-Centric Operating Model™, the FRAME stage is where every enterprise decision system either succeeds or fails before it starts.

Framing a decision well means answering three things before a single line of code is written: ⇥ What decision(s) are we trying to make? ⇥ What does a good outcome look like and how will we measure it? ⇥ What guardrails exist? What’s off-limits, even if the data says otherwise?

Without this, you’re not building intelligence. You’re building ambiguity at scale.

The role accountable for this stage in the Decision-Centric Operating Model™ is the Decision Owner — not a data scientist, not a product manager, but someone explicitly accountable for the outcome and value of the decision itself.

Most organizations don’t have this role. That’s the gap.
