Drawing on field insights from Uttar Pradesh and comparative evidence from Andhra Pradesh, this essay argues that the growing administrative burden on teachers is not incidental but structurally embedded in contemporary governance.

I. Introduction

The discourse on Indian schooling has, for over a decade, been dominated by the “learning crisis.” Large-scale assessments have repeatedly demonstrated low foundational competencies, prompting reforms centred on curriculum restructuring, teacher training, and technological interventions. Yet, this focus has obscured a parallel and arguably more foundational transformation: the reorganisation of the teacher’s everyday work.

Field evidence reveals a striking pattern. Teachers increasingly describe their professional lives not in terms of classroom engagement but in terms of compliance cycles — uploading data, responding to administrative directives, and navigating multiple digital platforms. In many instances, teachers manage upwards of 20 applications, each linked to distinct reporting requirements, with some states reporting significantly higher numbers . The cumulative effect is not merely an increase in workload but a restructuring of professional attention.

This essay advances the argument that this transformation reflects a deeper shift in the political economy of schooling. Teachers are being repositioned as nodal points in a distributed governance architecture. Digital systems do not simply add tasks; they reorganise the logic of work itself. The result is a gradual but systematic displacement of pedagogy by administration, where teaching becomes residual to compliance.

II. Teachers as Instruments of State Capacity

The expansion of teachers’ roles must be situated within the broader architecture of the Indian state. As Lipsky (1980) argued, street-level bureaucrats operate at the interface of policy and practice, exercising discretion in contexts of resource constraint. In India, however, teachers have moved beyond this mediating role into direct participation in multi-sectoral governance.

Their deployment across domains — census operations, welfare verification, health campaigns, and survey work — reveals a structural reliance on teachers as a flexible administrative workforce. This reliance is not simply a matter of convenience; it reflects a deeper condition of state capacity. The absence of adequately staffed, specialised field-level cadres leads to the redistribution of administrative tasks onto existing institutional actors.

Teachers, by virtue of their spatial reach and institutional embedding, become the most efficient solution. However, this efficiency is achieved through what might be termed functional overloading. Tasks accumulate without corresponding redefinition of roles or reallocation of responsibilities.

Historically, such practices existed in episodic form. What distinguishes the present is the permanence and routinisation of this arrangement. Teachers are no longer temporarily mobilised for state functions; they are structurally integrated into them.

III. Datafication and the New Governance Regime

The proliferation of digital platforms marks a qualitative shift in governance. These systems are not neutral tools; they embody a particular logic of administration centred on visibility, quantification, and control.

Scott’s (1998) concept of legibility is instructive here. Modern states seek to simplify complex social realities into standardised, measurable forms. Digital technologies extend this project by enabling real-time data collection and centralised monitoring. However, the translation of educational processes into data entails selective visibility.

Teaching and learning are inherently relational, temporal, and context-specific. They resist standardisation. In contrast, attendance figures, infrastructure metrics, and assessment scores lend themselves to quantification. As a result, the system privileges what can be measured over what matters pedagogically.

Each application that a teacher uses can be seen as an institutional demand for legibility:

  • A scheme seeking demonstrable outputs
  • A department seeking compliance indicators
  • A governance system seeking data flows

Williamson (2017) argues that datafication reshapes educational practice by redefining epistemic priorities. In the Indian context, this has produced a subtle but significant shift: knowledge about education is increasingly derived from data, rather than from engagement with teaching.

IV. Performativity and the Illusion of Accountability

The expansion of digital systems is often justified as enhancing accountability. However, this accountability operates within a performative framework (Ball 2012), where visibility substitutes for substance.

Teachers are subject to intense upward accountability. Their work is continuously monitored through dashboards, reports, and real-time updates. Yet, this monitoring captures only a narrow slice of their professional activity. The relational and interpretive dimensions of teaching remain largely invisible.

At the same time, downward accountability weakens. The time and attention required for meaningful engagement with students are diverted toward administrative compliance. This produces a paradox: systems become more “accountable” in formal terms while becoming less responsive to educational realities.

This dynamic can be conceptualised as an illusion of accountability. Data creates a sense of control and responsiveness, but this control is oriented toward administrative processes rather than pedagogical outcomes.

The notion of epistemic compression becomes relevant here. Complex processes are reduced to simplified indicators, enabling governance but distorting understanding. Teaching is rendered into data points, and what cannot be captured is effectively excluded from the system’s evaluative framework.

V. Fragmentation and Convergence

Schools today operate at the intersection of multiple policy domains. Education systems are increasingly tasked with delivering outcomes related to nutrition, health, welfare, and environmental awareness. In principle, such convergence reflects an integrated approach to human development.

In practice, however, convergence is not matched by institutional coordination. Different departments operate through parallel administrative channels, each imposing its own reporting requirements. The absence of integration at the system level leads to fragmentation at the point of implementation.

Teachers become the site where these fragmented demands converge. They are required to navigate multiple systems, often duplicating efforts across platforms. This produces not efficiency but overload.

The broader implication is that schools are being reconstituted as multi-purpose service delivery nodes. While this expands the functional scope of schooling, it dilutes its core purpose. Education becomes one among many objectives, rather than the central organising principle.

VI. Temporal Expansion and the Reconstitution of Work

Digital technologies have not only increased the volume of work but also altered its temporal structure. The boundaries that once defined the school day have eroded. Reporting obligations extend into evenings, weekends, and non-instructional time.

Messaging platforms and real-time reporting systems create an environment of continuous responsiveness. Teachers are expected to remain available, responding to directives and updating data as required. This transforms teaching into an “always-on” occupation.

Such temporal expansion has deeper implications. It fragments attention, reduces opportunities for reflection, and alters the rhythm of professional life. Teaching, which requires sustained engagement and cognitive presence, is increasingly squeezed between administrative demands.

The reconstitution of time is thus central to understanding the transformation of teaching. It is not only what teachers do, but when and how they do it, that is being reshaped.

VII. Implications for Teaching and Learning

The cumulative effect of administrative expansion, datafication, and temporal reorganisation is a displacement of pedagogy. Teachers report reduced time for lesson preparation, diminished classroom engagement, and increasing reliance on routine instructional practices.

Empirical studies corroborate these observations. Time-on-task analyses indicate that a significant proportion of teachers’ working hours is devoted to non-teaching activities (NIEPA 2018). This has direct implications for learning outcomes.

However, the issue extends beyond time allocation. The constant fragmentation of attention affects the quality of teaching. Pedagogy becomes transactional, oriented toward completion rather than understanding. The deeper processes of learning — questioning, reflection, conceptual development — are difficult to sustain within such conditions.

In this sense, the administrative burden does not merely compete with teaching; it reshapes it.

VIII. Administrative Capture and System Design

The evidence points to a broader structural phenomenon: the administrative capture of schooling. Pedagogical work is increasingly subordinated to administrative imperatives embedded within governance systems.

This reflects a misalignment of incentives. Teachers are evaluated on compliance metrics — data completeness, timeliness of reporting, adherence to procedural requirements. These metrics shape behaviour. What is measured becomes what matters.

Pritchett’s (2015) concept of isomorphic mimicry is particularly relevant. Systems may adopt the appearance of functionality — through extensive data, reporting structures, and monitoring mechanisms — without developing the underlying capability to deliver outcomes. In education, this manifests as systems that are administratively efficient but pedagogically weak.

Administrative capture thus represents not just an overload of tasks but a redefinition of purpose. The system’s priorities are inscribed in its metrics, and those priorities are increasingly administrative rather than educational.

IX. Conclusion

The transformation of teachers into data managers is not an unintended side-effect of reform. It is a consequence of how governance is structured and how accountability is defined.

Efforts to improve education must therefore move beyond surface-level interventions. Curriculum reform, teacher training, and technological innovation will have limited impact unless the structural conditions shaping teachers’ work are addressed.

This requires:

  • Rationalising administrative demands
  • Reconfiguring digital infrastructures
  • Rebalancing accountability toward pedagogical processes

At stake is not merely the efficiency of schooling, but its purpose. If current trends continue, the classroom risks becoming secondary within the system it is meant to anchor.

The challenge, then, is to restore teaching as the central activity of schooling. This is not a technical adjustment but a political and institutional question — one that goes to the heart of how education is governed.
