What the previous signal revealed
In the previous signal, we surfaced the hidden labor practitioners perform to keep systems functioning.
This signal explains why systems don’t know how to see it.
When measurement replaces understanding
The problem didn’t start with bad intentions. It started with a spreadsheet. The dashboard looked healthy. Participation was high. Completion rates were strong. But conversations told a different story.
- People showed up — but didn’t stay.
- Completed steps — but disengaged quietly.
- None of this appeared in the metrics.
The measures were accurate. They were also incomplete. So the practitioner tried to explain the drift. The response was polite — and final. The numbers look good. Let’s stay the course.
How learning gets blocked
Metrics designed for accountability upward often prevent understanding outward.
- They reward compliance.
- They flatten nuance.
- They train practitioners to manage data instead of reality.
Practitioners adapt anyway — privately, informally, invisibly.
Why this matters
- Hidden labor exists because metrics fail to register early misalignment, and
- When metrics fail, something else begins to erode — Trust.
What comes next
Signal 4 examines what happens when engagement is completed — but trust quietly collapses anyway.
Implementation Signal #3
If your metrics confirm success while practitioners are adjusting to prevent harm, the metrics are incomplete.
