The US-China AI Cold War And How The Chinese Played On Both Sides

Things move so fast in AI that what felt true a year, or even a month, ago can quickly become outdated. It’s like trying to navigate a world moving at the speed of light.

Take, for instance, the once common assumption that China lagged behind the U.S. in AI by two to three years.

In early 2024, former Google CEO Eric Schmidt confidently claimed that the U.S. maintained a solid lead of about two to three years ahead of China in AI development. But by the end of the same year, Schmidt had a change of heart. Speaking at Harvard’s Kennedy School, he admitted he had underestimated China’s rapid progress:

“I used to think we were a couple of years ahead of China. China has caught up in the last six months, in a way that is remarkable… the fact of the matter is that a couple of the Chinese programs… look like they’ve caught up.”

Meanwhile, Nvidia CEO Jensen Huang is growing increasingly optimistic about the prospects of quantum computing. Recently, he stated:

“Quantum computing is reaching an inflection point.”

This marks a shift from his earlier view, where he considered a 15-year timeline for practical quantum computing “on the early side,” suggesting 20 years was more realistic. Now, even that cautious timeline seems up for revision.

In short, the pace of advancement is only accelerating. I’ve never seen this level of intense, high-stakes technological rivalry before. We’re witnessing a new kind of Cold War — not fought with weapons, but with algorithms, chips, and breakthroughs. And while the competition is fierce, humanity, on the whole, may stand to benefit from the innovation it unleashes.

China outpaces the U.S. in quantity. More AI engineers and vastly more AI patents. But the U.S. still leads in quality and practical breakthroughs, especially in model development and high-impact innovation

Sadly, Trump’s policies are not helping America keep its lead in AI. Quite the contrary.

It is widely argued by many experts and organizations that policies perceived as anti-immigrant, particularly those affecting highly skilled individuals, could indeed be a significant strategic misstep for the United States, especially concerning fields like AI.

The U.S. has historically benefited immensely from attracting top global talent, particularly in STEM fields. Reports from various think tanks consistently show that foreign-born individuals, including a large number from China, constitute a significant portion of AI researchers, graduate students, and founders of AI companies in the U.S.

Many argue that domestic talent alone cannot meet the demand for AI expertise in the immediate term.

Many Americans of Chinese and Taiwanese ethnicity (although they are basically the same Han Chinese) have dominated in this field. Just take a look at the following top AI people in Silicon Valley:

Jensen Huang. Taiwanese-born American. Co‑founder and CEO of Nvidia since 1993; under his leadership Nvidia has become the world’s top AI semiconductor company.

Lisa Su. Born in Taiwan; PhD from MIT. Has served as AMD’s President and CEO since 2014, reshaping the company into a high-performance chipmaker rivaling Intel.

Xuedong David Huang. Chinese American expert in speech recognition and NLP. Leading AI at Zoom after a decades-long tenure as Azure AI CTO at Microsoft.

Jerry Yue. CEO, Brain Technologies, Inc. Born in Xi’an, China; computer engineering background. Leads a U.S.-based AI startup focused on “Brain.ai,” pushing generative AI-forward innovations.

Alexandr Wang. Born in Los Alamos, New Mexico in 1997 to Chinese immigrant parents. Co-founded Scale AI in 2016 (after dropping out of MIT) and has led it since — it’s now a major player in AI data labeling with government and enterprise clients. Became the world’s youngest self-made billionaire in 2022 at age 25. He has been tapped by Zuckerberg to co-lead a “superintelligence” lab following their investment.

There is evidence of a “reverse brain drain,” where highly skilled scientists, including those of Chinese descent, are increasingly considering leaving or returning to China from the U.S. This trend has been observed to accelerate, particularly after initiatives like stricter visa policies, increased scrutiny and suspicion and U.S.-China geopolitical tensions.

If the U.S. consistently loses top AI talent, it could directly undermine its leadership in AI innovation. AI is considered a critical technology for national security, economic growth, and global influence.
