Since returning from Iraq in 2017, this is one of the rare seasons where cashflow feels tight.

1. Strategic Narrowing: Permit Discipline

Going forward, we will retain only regulatory permits that directly carry our organization’s operational authority:

• PMC for Upstream
• EPC–Procurement for Midstream & Downstream

All other NUPRC/NMDPRA permits will be suspended or allowed to expire.

Why?

Because clarity builds strength. And strength attracts serious clients.

2. Our Definition of PMC: “EM–P–CM”

For us, Project Management Consultancy is not abstract.

It is structured accountability across:

• Engineering Management (Accountability)
• Procurement (Responsibility & Accountability)
• Construction Management (Accountability)

This covers support for E&P, EPC, and Oil Field Services across the oil and gas value chain.

Accountability is the differentiator.

3. Execution Strength: JV-Backed Fabrication & Construction

We maintain Joint Venture partnerships in Fabrication and Construction — including two partnerships with ownership of fabrication facilities.

This enables:

• Efficient turnkey EPC execution
• Scalable delivery capacity
• Reduced dependency risk

Capability must be backed by infrastructure.

4. 2027 Growth Lever: Technical Sales & OEM Alignment

Part of the 2027 strategy is intentional business generation for OEM partners through:

• Field-based technical sales
• Structured tender board participation
• Converting market intelligence into measurable commercial outcomes

Not just permits. Not just relationships. Results.

5. Market Reality & Positioning

Currently, NUPRC PMC and EPC–Procurement permits are the only categories where companies approach us independently.

Other permits are pursued through:

• JV structures
• Subcontractor arrangements

Our guidance aligns with the NCDMB NCEC framework, enabling USD bidding capability.

We are positioning for structured scale — not scattered activity.

Final Thought

Focus creates authority. Authority attracts opportunity. Opportunity sustains growth.
