Cocoa is the backbone of rural livelihoods in Ghana, yet the farmers who grow it remain among the most vulnerable to climate volatility.

Unpredictable rainfall, longer dry spells, and increasingly intense storms make it harder for smallholder farmers to plan, protect their crops, and access affordable insurance. Today, most operate without any meaningful safety net or weather intelligence.

Problem

In many cocoa-growing regions of Ghana, access to agricultural insurance is extremely limited. Traditional insurers face a simple but significant barrier: there is little to no trusted, hyperlocal weather data.

Without it, underwriting risks increase, premiums rise, and smallholders, already operating on thin margins, cannot afford coverage.

At the same time, the absence of localized climate data limits the adoption of smart agriculture practices. Farmers lack insights to navigate rainfall variability, manage irrigation, or optimize inputs. Our Approach

WeatherXM is deploying a network of hyperlocal weather stations across key cocoa-growing areas in partnership with local agricultural cooperatives.

By placing stations directly on agricultural land and selecting locations based on crop type, elevation, and farm density, we ensure maximum coverage of cocoa farms and microclimates.

This collaborative rollout also leverages existing community structures, cooperatives and agritech partners, to distribute both insurance and weather intelligence to the farmers who need it most.

Solution

Between February and April 2026, WeatherXM will deploy 28 hyperlocal weather stations across strategic cocoa-growing regions in Ghana. These stations will power a parametric crop insurance service launching in May 2026, designed to protect farmers ahead of both key seasons:

• Light crop season: starting June 2026
• Main crop season: starting August 2026

The insurance product covers two critical risks for cocoa farmers:

• Lack of rainfall (drought)
• Excess rainfall (flood)

The hyperlocal weather stations serve two essential functions:

Risk Underwriting & Pricing Accurate ground-truth observations reduce underwriting uncertainty, leading to lower, fairer premiums and greater farmer adoption.

Policy Triggering Stations act as the oracle for policy activation, ensuring payouts are triggered correctly and transparently. This eliminates disputes and improves trust.

In parallel, farmers receive subsidized hyperlocal weather insights, enabling smarter decisions around planting, fertilizer application, water management, and harvest planning.

Results

With these Rollouts, WeatherXM expects to reach approximately 2,500 cocoa farmers through a local agritech company that already has active distribution channels in rural areas.
